China is country with large population but little quantity of land, especially lack of cultivated land. With the development of the urbanization and industrialization, the contradiction between the supply and the demand of land has been quickened, meanwhile, the problem of soil erosion and land degradation rises seriously. In order to solve these problems, the government has modified the overall plans of land utilization several times, but not in good effect. Under the guidance of the thought of sustainable development and scientific development and regarding the sustainable use of land as the objective, it is urgent to develop a systematic, level, control, scientific land use planning system in China.The thesis make the level of the land use planning as the breakthrough point, use the analytic approach of the system, the analytic approach of the level, and the analytic approach of the empirical, on the basis of analyses the existing system, goal and index of the land use planning of china, according to the basic theory of the land use planning, draw some successful experiences from some countries, it structured a land use planning structure of different region scale from macroscopic to microcosmic, and study the goal and task of different levels land use planning, set up the control index system of the land use planning of different levels.
