With the emergence of information age, the extended application of electronic management on government affairs has become a consistent mounting drift. This brings great opportunities as well as challenges to the management restructuring on organizational management in the new century. The innovation of the sophisticated management concepts, such as humanism management, is the best strategy for the government to meet the demands of electronic management in government affairs. This dissertation examines the research methods of model construction, qualitative, quantitative, rational and factual analysis to study the questions on the government innovation, which make the humanism management as the basis, the improvement of performance as the target, the organizational culture construction as the measurement. This dissertation studies the relative theories and the practice of government management innovation with the factual analysis of the practices by Nanjing Local Tax Bureau.This dissertation is consisted of six parts. Chapter 1 establishes the basis of topic selection purpose, significance of research, basic hypothesis of the dissertation, analytical ways, and the main conclusions. Chapter 2 illustrates basic theories, the domestic and international practice of e-government and the e-MPA model, which explain the basic theories for the dissertation. Chapters 3 to 6 explore the questions about reconstruction and improvement of governmental organization in the era of e-government, personnel and performance management, construction of organizational culture. This dissertation analyses the applied modes of the above-mentioned theories in government organizations and the application by the Nanjing Local Tax Bureau.
