Globalization of world economy and integration of region economy are two trends in current economic development. Cross-region cooperation under the background of economy globalization has become an important means and a main characteristic for the development of region economy. In our country, mainly the government, especially the local governments, executes cross-region cooperation. Such kind cross-district economic cooperation among local governments strongly changes the traditional way of achieving the institution refreshing and economic development through competition between different local governments, and unlocked the "win/win" road of strengthening the opening, transversal cooperation and developing together.As the representative of the behalf of one district, in order to instruct and coordinate the cross-district economic cooperation, a local government makes terms about the scope and regulation of the economic cooperation through its intercourse with other local governments, and sets up a series of economic policies favoring its own economy development. So, it can be said that local government is the most important part in the cross-district economic cooperation. Actually, the cross-district economic cooperation is just the one which is implemented with the local governments as the agents.Strengthening the cross-district economic cooperation among local governments is of great significance. First, the resources among different districtscan be distributed reasonably through this kind cooperation, which helps to promote the development of productivity. Nowadays, many districts still stick to the ideas of "self-sufficient", "comprehensiveness". Unreasoning investment leads to repetitive construction, which wastes our limited resources. However, through the division and cooperation of labor among different districts, and by making use of their different advantages, the cost of production can be decreased, and the efficiency of all participants increases. Secondly, cross-district economic cooperation spurs the growth of scale economy, and changes the current situation of "Big and Complete", "Small and Complete" in many districts. Thirdly, cross-district economic cooperation helps to adjust and rationalize the industry structure in different districts. The similarity in the structure of industry and product among different districts is very high in our country. The quotiety of similarity between the central area and the eastern area is 93.5%, and that between the western area and the central area is 97.7%. Therefore, it is very important to reinforce the cooperation and coordination between different local governments so as to improve the industry structure. Besides, the current lop-sided development among different districts requires the industry shifting and cooperation. Only in this way can we conquer the problems like high similarity in the industry structure and products, over-small scale, and excessive competition, and set up an economic layout with mutual matching, joint cooperation and reasonable distribution.Based on the review of the theoretical studies on cross-district economic cooperation among local governments in both home and overseas, the present dissertation analyzed the formation and development mechanism of cross-district economic cooperation among local governments in terms of objective base, motivation premise, and system environment, respectively; analyzed the conceptual, systematic, and economic barriers existing in the cross-district economic cooperation among local governments; and probed the spatial pattern, institution arrangement, and important areas in cross-district economic cooperation. And finally, the problem of creation of local governments in the cross-district economic cooperation is also studied and analyzed.In this dissertation, it is deemed that cross-district economic cooperation among local governments is based on the regional division of the social labor.
