AS the one of the most important industries of national economics, construction industry's mission is to realize the investment of capital asserts that nearly the 60% of the investment and the 30% of Gross National Product are realized by construction industry in lately 10 years. It is very important for the enterprises in construction industry that how to step out the application in them and increase the level of management and abilities of technique by use of Information technology. Regarded information resources in construction industry as the research object, this paper studies the basic characteristics, the contents, the hierarchy, the evaluation of the level and the structure of Intelligent Decision Support System of information resources management. Six parts are included in this dissertation, which will be structured as follows:First of all, the research subject is concerning the definitions of information resources management. On the basis of the introduction of the meanings and classifications of the information, the characteristics of the information resources is introduced and the definitions information resources management are expatiated. And then, the basic principals and theories of information resources management are also explained.Secondly,the research subject is concerning the hierarchy of information resources management in construction industry. The necessity is analyzed and the hierarchy of information resources management is also established based on the definitions of information resources management of construction industry. It includes three levels: macroscopical information resources management, middle-scopical information resources management and microcosmic information resources management. According to the sources of information resources, the three levels of styles of management and organizations are presented and the functions of each level are also analyzed.Thirdly, the third part studies the existed problems in the information resources management in construction industry. The existing conditions and the trends of the information resources management in construction industry in our country and the other countries are illustrated and the gap existed in the levels of information resources management in construction industry between domestic and overseas. The problems existed in the information resources management in construction industry is analyzed and the countermeasures aimed to those problems are put forward.Fourthly, the research subject is concerning the evaluation of the level of information resources management in construction enterprises. The common methods used in the process of evaluation of management level of information resources management are depicted. Considering the peculiarities of evaluation levels of information resources management and the shortage of those methods, a model based on fuzzy set theory and AHP(Analytical Hierarchy Process) is presented. First, the evaluation index system and the evaluation model are established. And then, after constructing the evaluation criteria hierarchy, we calculate the evaluation criteria weights by applying AHP. And then the measurement of performance corresponding to qualitative criterion is conducted under the setting of fuzzy set theory. Finally, we conduct grey decision to achieve the final ranking results. The detailed descriptions of each step are elaborated by a pragmatic example.Fifthly, the intelligent decision support system for information resources management in construction industry is designed and detailed architecture is presented. The technology and structure of DSS is impressed deeply by artificial intelligence and data warehouse. Based on data warehouse technology, the intelligent decision support system for information resources management in construction industry can make good use of all kinds of quantitative models and knowledge and experience of experts to make decision results become more scientific and reasonable.
