From the UN Conference 1972 on the Human Environment in Stockholm to the UN Conference 1992 on Environment and Development in Riode Janeiro, the human has been initiating the sustainable development movement with the main objective of preserving the precious resource and environmental base for human existing and development. The UN has proposed the Global Agenda for 21st Century for global action of sustainable development. As the largest developing country, China issued officially the white book-the China's Agenda for 21st Century in 1994. It suggests that China must choose the road of sustainable development through integrating economic, social, population, resource and environmental considerations in the decision-making of socio-economic development and puts forward the action scheme of implementing sustainable development strategy in China. There remain, however, many theoretical and policy problems or question for China to transform the economic development model from traditional economic growth to sustainable development in the nest century. To answer a series of important questions during the transformation, this paper puts forward the connotation, objectives and definition of AHP and discusses the system analysis and evaluation problems of it. Then, based on the theoretic discussion and quantitative analysis, a case study on the current situation and ability of BaZhou City's sustainable development is done with the Analytic Hierarchy Process(AHP) and some other methods according to a large number of practical data. Finally, some suggestions and countermeasures are given, which is useful for the establishment and implementation of BaZhou city's sustainable development strategy.
