The development of regional specialized industry based on the regional division and specialization production in agriculture is the main content in the new cycle of the adjustment of agricultural structure. As the most important cotton production region, Xinjiang cotton industry takes high responsibility for the development and stability of cotton production in China. Based on the regional division and specialization, this article studies the comparative advantage and competitiveness of Xinjiang cotton industry. With analysing the growing character of Xinjiang cotton industry, and forseeing the futural developing trend of it, the article discusses the main factors that influence the development of xinjiang cotton industery from the microcosmic and macrocomic casue. And then, it estimates the growing efficiency of Xinjiang cotton production by using the DEA method. This paper can be divided into five parts as follows. In part one, it includes the questions that will be studied, the theoetic analysis and the reference summaries. This part provides the base of the theory and the methodology for the dissertation. In part two, it analyzes mostly the comparative advantage and competitiveness of Xinjiang cotton industry. Based on the studying on the process of the change in the developing of regional specialization of Chinese cotton production, it analyzes the process of the evolution of Xinjiang cotton industry, and discusses the function of cotton industry in the development of Xinjiang regional economy, and finally studies the questions and forsee the potential trend in the developing process of Xinjiang cotton industry with such a high speed. The results indicate that the better natrual resources endowment makes the convergence of cotton production region toward to Xinjiang. Cotton still is the most comparative advantage crop in Xinjiang agriculture.Focused on the regional division and specialization, in the base of theoretic analyzing, we analyze the comparative advantage of Xinjiang cotton by using the method of DRCC and compare it with other cotton production regions of China. Pearson correlation tests to reveal the factors, which influence the comparative advantage of Xinjiang cotton, are made. Wehave discussed the correlationship between the regional specialization and the change of comparative advantage of Xinjiang cotton. At the same time, the advantage region of cotton production has been calculated and distinguished. The results indicate: Chinese cotton has lost its advantage since 1998, but Xinjiang cotton keeps its comparative advantage still. The international cotton prices, the cost in the production, the human resourse input, the cost of insecticid are correlated highly with the DRCC of Xinjiang cotton. The results of the correlationship between the regional specialization and the developing of Xinjiang cotton show that the process is uneven, but it shows that the development of Xinjiang cotton industry is going to head for the rational track. In the last section of this part, the competitiveness of textile industry of Xinjiang has been analyzed. The developing level of Xinjiang textile industry is a little lower to the. average level of China. In part three, the main factors that affect the development of Xinjiang cotton industry are analyzed from both the microcosmic and the macrocosmic aspects. In the microcosmic factor, farmer's behavior has been studied. In the base of the analyzing the game relation between farmer and government in the process of adjustment of agricultural structure, we analyze the farmer's production behavior during period of marketization, and the corrrelation among price flunction, business risk with the supply response of Xinjiang cotton production. With studying the structure and characteristic of farmer's investment in Xinjiang, we discuss the factors that influence cotton farmers' behaviors, such as policies concerned with the cotton, prices flunction, and etl. The results indicate that the structure of production selected by farmers depends on not only the farmer's endowment, but...
