Water Price Theories And Practice Facing To Sustainable Development

Based on the view of sustainable development, this paper has five facets.First, it has studied on the actual exploitation and utilization of water resources in our country. With the view of multiple attributes of water resources, the author has studied the disparity between actual manner of water resources' exploitation, utilization and the requirement for sustainable development. In addition, the actuality which water price exert for adjusting water resources' supply and demand contradiction is discussed, specifically, the author emphasizes profound reasons which lead to those results like: theory study on water price is not advanced yet, water price's practice restricted water resources' sustainable utilization, water resources' exploitation and utilization did not assort with the requirement of national economy development.Second, water resources' demand side-management theory and its application in sustainable utilization are analyzed. According to the basic connotation of water resources sustainable utilization and further analysis about its factors, the aim, principle and method of water resources' demand side-management are suggested, morover the function mechanism of water resources' demand management is developed. Emphasizing on the point of water users' demand, as per analyzing the actual management and problems of water resources in our country and founding on the concept of sustainable development and the theory of demand side-management, this paper comes up with countermeasures to sustainable exploitation and utilization of water resources.Closely, the importance that water price work on national economy and social development is studied. The author was paying attention to comparatively analysis on the water price at home and abroad. Management of water price and development history of its practice in our country are systematically analyzed, main problems existing in our country's water price is anatomized in the point of water resources' sustainable utilization. Water price form mechanism as well as its management method and its successful experience are typically anatomized by taking four economy developed countries, America, England, France and Canada, as examples. Management system of water resources, form mechanism and management pattern of water price in these four countries are comparatively studied. Basing on these content, the author was proposing the view of water price management applying elastic management, such as transforming fixing on water price by government to combining determining upper limit of water price by government with society superintend.Then, the paper works over water price form mechanism and its model which gathers with sustainable development. In according with the basic principle of price theory, uniting with industrial property of water supply industry and external instance of our water market, water price form mechanism is put forward, which could adjust the situation of our country and line with sustainable development. Starting with the basic connotation of water price theory that connects with sustainable development and the advanced experience of water price management in economy developed countries for reference, the inscape of water price and its calculation model are respectively studied and developed by different lays, which can ensure normal work of water supply production units, accelerate economizing water resources and consider sustainable development.Finally, water price reform in Jiangsu Province is analytic demonstrated. This disertation has theoretically anatomized deep-seated problems existing in water price of Jiangsu Province and estimated standard of water price for adjusting sustainable development in Jiangsu Province by applying theory and model of water price which is discussed herein in preceding chapters. In addition, it comes up with policy advices in deepening water price reform and accelerating benign function of water market in Jiangsu Province.
