Since the reform in 1978, China has made great progress in economic power while with a worsening environment. Under the great pressure of environment as well as society, The government has carried out several large-scale environment protection projects, in order to restrain the further deterioration of environment. Grain for Grass (GFG) is one of these projects.GFG, had been carried out at the beginning of People's Republic of China but later failed because of politics, economics and culture reasons. GFG, first initiating in certain regions in 1999 and later spreading in all wested regions in 2002, is the largest in scale in history and divides into two stages. The first stage is from 2000 to 2005 and the second is from 2006 to 2010. By the end of 2010, 0.22 billion acer sowing land will be relaced by forest or grass or fishery. Has the carrying of GFG affected the macroscopic food security of China and the microscopic households' food supply? Has it been the main factors of the rising in food price recently? How to deal with the contradiction between GFG and food security in China? What is the most suitable scale ? This paper aims to explore the above questions by examining surveys.This dissertation is structured as follows.Firstly, based on the literature reviews, the potential productivity of grain will be improved through GFG Many related researches point out that the impact of GFG on grain products and environment improvement are positive.Secondly, this research puts the second hypothesis that Chinese food security has not been affected seriously by GFG in a short time, while in certain regions there are still some households having no sufficient food supply as well as needing to improve through GFG In the third chapter, using a serious indexes measuring food security, the paper try to prove that Chinese food supply has not seriously been affected by GFG from 1999 to 2003; and then the paper wants to know whether or not there exist some certain regions with no sufficient food supply only due to the local deteriorating environment.It is the third hypothesis that the carrying out of GFG in worsening environmental regions will not affected household's food supply seriously. By investing the households in Ning Xia province, the author analyzes the difference of food supply and consumption between GFG and non-GFG households, and then draws a conclusion that the food consumption of households for GFG has not been affected by GFG, so GFG is very essential...
