Research On Coordinating Mechanism Of Regional Economic Development In China In Transformation Period

Through the analysis and research of the whole procedure of regional economy development, the thesis expounds the rule of regional economy development in the different phases, demonstrates the development track and realistic contradiction of regional economy since half a century ago, especially since the reform and opening to the outside world, explores the way of furthering regional economy development by means of coordination mechanism. With "who will coordinate"—"what to coordinate"—"how to coordinate" as the key tone, combining with specific conditions in China, the thesis explains the objective rules of regional economy development under the background of the integration of history and regions, gives prominence to the theme of well-balanced regional development and sustainable development, emphasizes the ecologic system and forming system of regional economy structure, builds up the theoretical frame and systematic structure of coordination mechanism of regional economy in the period of transformation.The concept of well-balanced development of regional economy is that in the process of the development of national economy, the whole national economy should maintain efficient operation and rapid increase, promote well-balanced development among different regions, make the economic difference between regions stabilize within reasonable and proper scope, meanwhile attain the purpose of complementation of superiority, mutual development and mutual prosperity in regional cooperation. Since the foundation of PRC, our country has experienced the strategic transformation process from the balanced development to the imbalanced development then to the well-balanced development in regional economy development and productive force distribution. The overall regional economy development in China can be divided into four phases: 1949-1978, the balanced development under the system of planning economy; 1978-1995, the imbalanced development at the cost of enlarging regional difference; 1995-2003, the well-balanced development of regional economy in its preliminary stage; 2003-today, the well-balanced development of regional economy under the readjustment of social policies.The coordination of regional economy in the period of transformation is placed into the background of macro transformation of economic development in China, and the fundamental features of the background include the following four factors: the feature ofbody-guided by the government; the feature of the structure-cascade imbalance; the feature of the rules-rupture between formal rules and informal ones, ought-to-be rules and existing ones; the feature of the mode-"compression-leaping- mode" development. Due to the background of the macro transformation, the major mode of the regional economy coordination should be fixed to the mode of "guided by government-focus on the market", so as to fit with specific conditions in China. In order to emphasize the guided-by-the-govemment mode, the installing of the coordination body of regional economy should inevitably depend on the current administrative organizations. However, in order to emphasize the focus-on-the-market mode, the particular coordination body should be readjusted within the system of existing administrative organizations, and specialized coordination body should be set up according to the requirements of regional economy coordination. Besides, it is necessary for the central government to support the coordination body in finance and budget accordbg to the fixed mode of the coordination body of "guided by government-focus on the market" regional economy, pave several emergent ways for settling lots of temporary issues in regional economy coordination. Meanwhile, each micro matter, like measure of action and overall planning of object of coordination organizations, should abide by the rules of the market, and develop according to the particular conditions of regional economy coordination in the period of transformation.The theoretical frame of coordination mechanism of regional economy in the period of transformation contains three sectors, six basic subjects, eleven specific points. The whole frame can be dominated by three concise questions: "who will coordinate"-"what to coordinate"-"how to coordinate". The first question, "who will coordinate", in reality, is the issue of the organization and structure of coordination body. The second question, "what to coordinate", in fact, is the question of the coordination object, which is defined as coordination environment and coordination object in the thesis. The third question, "how to coordinate", is the most complicated question and the keystone of coordination mechanism theory, which is defined as the question of coordination route, and then is divided into three questions: the question of idea, principle and whole strategy of coordination; the question of structure and mode of coordination; the question of combination, planning and examination between the foundation and measure of coordination and coordination system.Based on the above analysis, the thesis holds that the system of coordination body of regional economy in the period of transformation should contain: organic structure and installation of coordination body, the environmental evaluation of the behavior ofcoordination body, overall planning of object and regional planning, formulation of coordination strategy, structural arrangement of economic zones, the schedule of regional economy coordination, design of measure of coordination, and the planning and examination of all the systems.On the basis of the theoretical frame and systematic countermeasure, the thesis selects five typical cases, namely the Northeast zone, the zone of the Yangtse River Delta, the zone of Changsha, Zhuzhou and Xiangtan, Chongqin zone and Xinjiang zone, empirically analyzes the coordination body of the coordination mechanism of regional economy in the period of transformation, demonstrates the different orientation of different regions in the regional economy coordination in the period of transformation, and then elaborates the corresponding countermeasure and arrangement for coordination body. In the end, the thesis selects the regional trade coordination mechanism to empirically analyze the regional economy coordination system in the period of transformation. The statistics analysis of regional trade in the period of transformation in China exposes lots of problems in the development of regional trade, for example, "price scissors" of product distorts regional fairness, identity of trading structure makes the whole level of regional trade low, the weakness of market system leads to unfairness, irrationality, unfreedom, incomplete competition of trade order. With the aim of overcoming the problems in regional trade and realizing the harmonious development of regional trade, the thesis puts forward the basic modes for the harmonious development of regional trade and its corresponding system on the basis of theoretical frame of regional economy coordination.
