In the circumstances of Knowledge-based Economy, the science and technology are becoming one of the fundamentally impetus for regional economy advancement, while the innovation ability is becoming the key element of economy growth. Also the distribution and allocation of innovation resources are influencing the regional innovation abilities mostly, as the innovation resources of labor, finance, material and knowledge have become the focuses of competition. The Regional Innovation System is mainly influencing the allocation of regional innovation resources, and regional development as well. Since its emergence in the early 20th century, certain theoretical and practical research on the innovation, innovation resources and innovation system have been developed with plenty of achievement. While by deeply analyzing and discussing the literatures, I considered that there is still plenty of for further study on the innovation resources and innovation system, such as the consentaneous definition of innovation resources, the classified and integrative allocation of innovation resources, and the mechanism of Regional Innovation System. On the base of the above analysis, I focused on the allocation of innovation resources in the Regional Innovation System by using the theories and methods of relative subjects. The research and discussion of this paper can be divided into four parts as the following: theoretical study, study of the classified allocation of regional innovation resources, study of the integrative allocation of innovation resources and case study. 1. Theoretical Study The theoretical study in this paper includes two parts of Regional Innovation System theory and principles of innovation resources allocation as the theoretical base of following discussion. Firstly, some principles of Regional Innovation System were discussed including its definition and functions, its characteristics of regional, dynamic and systemic, then its compositive elements of innovation resources, units, environment, and mechanisms. The innovation resources were defined as the total resources used in through the innovation activities, and were divided into four parts of innovation human resource, innovation capital resources, innovation material resource and innovation knowledge resource. Secondly, some classical theories of innovation resources were discussed including the definition of innovation resources allocation, the regional allocation of innovation resources, the market and planned allocation mechanism of innovation resources, and certain classical allocation patterns as well. Then the primary allocation pattern of the innovation resources in China was put forward on the base of the discussion above. 2. Study of the classified allocation of regional innovation resources Classified allocation of innovation resources in the Regional Innovation System were discussed from dimensions of innovation human resource, innovation capital resources, innovation material resource and innovation knowledge resource. 1) Study of innovation knowledge resource in the Regional Innovation System Innovation knowledge resource refers to the integration of knowledge that is developed and organized to directly and indirectly use through the innovation activities. Different from the general resources, the innovation knowledge resource possesses two attributes of commonality and commodity, which results in two allocation patterns of sharing and commercial for the innovation knowledge resource. As the commonality attribute of innovation knowledge resource, it can be allocated through the sharing pattern in the area of certain organization. A model named 'SECI'was involved in this paper to explain the exchange and sharing of knowledge through innovation units between visible and recessive form, as the base of constructing the Sharing Foundation of Innovation Knowledge Resources in the Regional Innovation System. As the intellectual work of human, the knowledge possesses its value and use value, which results in the commodity attribute of innovation knowledge resource. A series of models for knowledge commercial exchange were established including the purchaser price decision-making model, bargainer price decision-making model and the bargain achieved model. Then a Commercial Exchange Foundation of Innovation Knowledge Resources in the Regional Innovation System was established on the base of analyzing the supply, price and competition mechanisms. 2) Study of innovation human resource in the Regional Innovation System As the innovation human resource in the knowledge-based economy, theknowledge-based human resource refers to the intellectuals who engage in the creation, produce, diffusion and application of knowledge. An evaluating model of knowledge-based human resource was established to synthetically evaluate the value of it by using the Analytic Hierarchy Process(AHP). Then a Commercial Exchange Foundation of Knowledge-based Human Resources in the Regional Innovation System was established on the base of the above discussion. 3) Study of innovation capital and material resource in the Regional Innovation System The innovation capital and material resource constitute the physical assurance of innovation activities, and can transform to one another. This part of study can be divided into two parts. Firstly, the engender channel and mechanisms of innovation capital resource were analyzed. And a Governmental Macro-control Working Foundation of innovation capital resource in the Regional Innovation System was established by concerning the functions of government of the innovation capital resource allocation. Secondly, the transform mechanism between the innovation capital and material resources were analyzed, and a Sharing Foundation of Large-scale Equipments in the Regional Innovation System was established by concerning the utilizing and allocation of the expensive large-scale equipments. 3. Study of the integrative allocation of innovation resources The integrative allocation of innovation resources rely on certain foundations of society, economy, technology, culture and environment, and achieve through the innovation units'activities of enterprises, universities, research organizations, governments and innovation agencies. By concerning the structures of Regional Innovation System, the System Dynamics was used to evaluate the operation mechanism and efficiency by establishing the System Dynamic model of Regional Innovation System. It contains some steps including: analyzing the system dynamic characteristics of Regional Innovation System, defining the boundary of Regional Innovation System, analyzing the causality and mathematical relationships among the variables in the Regional Innovation System, defining the feedback loop inside the Regional Innovation System, then establishing the system dynamic emulation model of Regional Innovation System. 4. Case Study The operation of the Regional Innovation System in JiLin province was emulated and checked out by using the integrative regional innovation resources allocation theory and methods. Then the scarcities of the integrative regional innovation resources allocation in JiLin province were discussed on the base of certain quantitative analysis and qualitative analysis.
