Regional Innovation System Research On Dongying City, Shandong Provence

Regional innovation ability is one of the decisive factors that the economy of the region obtains the competitive advantage. Setting up regional innovation system is a basic assurance that raises the innovation ability in the region, so it has already become the key promoting the regional development and the principal mission of the manage department in science and technology in this place. However, the research of the regional innovation system in our country is a weak link in the innovation theories research. So researching it has very important theoretical significance and practical value.In this paper, the innovation theories of our country is elaborated, the organizing structure, the circulating mechanism and the system supply of regional innovation system construction are proved and researched by taking Dongying city in Shandong province as an example, which is one of the first regional technique innovation engineering demonstration cities of the science and technology department. Then we can draw the following basic conclusions:The regional innovation process is a competition and cooperation result of several main factors, the benefit mechanism is the most basic motive. In the regional innovation system, the enterprise is the innovation core, the academy and institute is the innovation headspring, the science and technology agency is the important part and the system's innovation is the basic guarantee. A perfect regional innovation system should match the regional characteristics and has a high-efficiency innovation motive source. When a region has limited innovation ability, absorbing the innovation ability of other regions is particularly important and the combination of producing, learning and researching is a kind of cooperation form which is most effective. The local government has functions which other factors can't act in the construction of regional innovation system, the design and implementation of regional innovation policy, the construction of regional creates surrounding and the cultivation of advantage industries etc.Finally, a development strategy and some counter measures are put forward to speed the innovation system construction of Dongying city. I hope the paper have certain leading function and significance using for reference of the regional innovation system research and construction in our country's other areas.
