Study On Northeast Asia Region Forestry Cooperation In Economy And Trade

The economic integration and regionalization is an irreversible main trend on the global scale.With the main trend, the economic connection and relation among countries all over the world become more and more very intimate.Much attention has been catched to the matters of common concern of development and prosperity for all the countries.With the global trand, cooperation and development in Northeast Asia region covering Japan, the northeast provinces of China, South Korea, North Korea, Sibria and Far East regions of Russia, Mongolia begin to receive a lot of attention due to its geographical adjacencies,convenient communication, the fastest economic growth in the world, the greatest industrialized development, plenty of natural resources, large labor supplyes, sufficient capital goods and technology.Forestry cooperation in economy and trade has an very important position in Northeast Asia.Northeast Asia has the most important forest regions in the world with abundant forest resources without the widespread and effective exploitation.Northeast Asia has been a region with the gratest development potential in timber production with vigorous growth in forest products supply and demand.At the same time,Countries and regions in Northeast Asia.The existence of distinct otherness of natural conditions, political and economic systems in Northeast Asia, and imbalance and complementarity in their economic development will definitely push forward the establishment economic relations and will further enhance forestry cooperation on various aspects such as the enlargement of investment and trade.The paper applies the international economics and trade theories systematically in the way of comparing and analyzing the theories and practices in the fields of regional forestry economic and trade cooperation in Northeast Asia. On the realistic basis of the socio-economic present condition and developing process of Northeast Asia, the paper studies and probes into the regional supply and demand of forest products in Northeast Asia and puts forward that the quantity of supply and demand of Northeast Asia for forest products takes a larger and larger proportion in the quantity of supply and demand of the world, the forestry economic cooperation and trade between various countries have been frequent, and Northeast Asia has become the most important region which contributes to the development of world forestry products supply. On the basis of the study on forest products trade of Northeast Asia systematically, the paper points out that the scale of future forest products trade of Northeast Asia has an upward trend with great potential because of the rich supply of Russian forest resources, the exhaustion of the global forest resources and rigid demand and preference of China, Japan and Korea for wood. What's to be emphasized especially, Russia Siberia and Far East occupy an important place in the supply of primary processed products, such as logs, sawn timber, wood pulp and paper pulp; the production and development of furniture, wooden products and panels of China play an important role in the regional forest products market.On the basis of the research on multinational optimized combination of forestryproduction factors in Northeast Asia, the paper points out the overall objects of promoting forestry economic and trade cooperation in Northeast Asia and the principles that should be complied with. At the same time, the paper expatiates on the strategy for promoting regional forestry economic and trade cooperation in Northeast Asia, that is, building regional forestry industrial cluster, constructing regional forest resources base, starting the regional common market of forest products, promoting the construction of multinational forestry economic and trade cooperation zone and constructing regional forestry economic community of Northeast Asia.According to the different developmental stages, the paper points out that we should adopt the "four- step" development strategy which is appropriate for forestry economic and trade cooperation of Northeast Asia, explains the strategy of "regional development, grades promotion" which has practical and instructional value. Because the forestry economic and trade cooperation in Northeast Asia is complex and progressive and there is also regional limitation for developing forest resources, the paper puts forward that the development of forestry economic and trade cooperation should be brought along, with forest resources cooperation and development between China and Russia as entry point, with the startup of forestry direct investment as realistic starting point, and with forestry economic and trade cooperation between Russia and China as breakout point. Forestry Industry enterprises in state-owned forest area of Northeast and Inner Mongolia must strengthen and optimize open-up strategy structure facing Northeast Asia, and form forestry export-oriented economic development pattern that is focused on participating in forestry cooperation of Northeast Asia. The new development trend is mainly based on the following considerations:First, Northeast and Inner Mongolia is located in the center of Northeast Asia;Second, forestry of Northeast always holds the balance in the national economic and social development, and we should foster developmental strategic concept with coordination, benign interaction and continuing utilization of forestry and eco-construction;Third, the development and upgrade of forest products border-trade between China and Russia, between China and Mongolia, between China and North Korea, and the growth of foreign trade and foreign investment between China and Japan, between China and Korea impel the development of regional forestry economic and trade relation. Forestry should have a new orientation on the international economic and trade development strategy;Fourth, we should attach importance to the construction of forest products free trade zone . and forestry investment industrial park, so as to form forestry "economic community".On the basis of economic community, the paper puts forward the strategy selection, policy plan and method selection. Simultaneously, the paper constructs the basic theoretical frame for the "walk out" strategy and the development of multinational operation of Chinese forestry enterprises, aiming at putting forward valuable theoretical basis and practical countermeasures for the reform and open-up of Chinese forestry, especially the sustainable development of forestry enterprises in state-owned forestry areas, then supply systematic theoretical basis for the future research on forestry economy.As for the strategy and measure propelling the participation in forestry economic and trade cooperation of Northeast Asia, the paper puts forward that open-up model should be taken as the basis to seek the resources and factors allocation of every country. On the macro level, the government should play a part as a leader and formulate supporting policies forforestry; on the micro level, we should take the strategy of "walk out" and participate in multinational operation to realize the main body status of the enterprises. At the same time, we should advance the course of regional forestry economic and trade cooperation with the method of "focusing on key points, following in order and advancing step by step".
