| At present Information resource integrity is one of the vital subjects of Information management science. With the development of electronic government in China, both total quantity and quality of electronic government information are enhanced. However the problem deteriorates that construction of electronic government information resource lacks uniform plan or valid control. The aim is to solve the problem from integrity mechanism to reconsider construction and management of electronic government information resource.This paper comprehensively summarized the series of special phenomena that appeared in construction and management of electronic government information resource, these special phenomena are different from all that appeared in other countries and areas, such as each does things in its own way in programming of empoldering electronic government information resource, the distributing in electronic government information resource configuration and depend too much on technology. Meanwhile deeply investigated those phenomena, and then found out the essential problem, lacks uniform plan or valid control in construction and management of electronic government information resource. To solve this problem and actualize the uniform plan and valid control, base on feasibility and validity, this paper bring forward a conceivable solution, base on gateway website to realize electronic government information resource integrity. Up to now, the related research is almost a blank about government gateway website and electronic government information resource integrity.By comprehensively analyzing related literature research and practice progress on electronic government information resource integrity as well as flow process, the author build the mechanism mode of electronic government information resource integrity based on gateway website. This integrity mechanism mainly includes three layers of the fundamental resources, information exchange frame and application service platform. Those three layers base on the logistic relationship of information flow, which belongs to the construction and management of electronic government, conjugated by the construction, exchange and application of electronic government information to ensure the achievement of electronic government information resource integrity that base on gateway websites.This paper is constituted by 7 segments:The 1st segment is Foreword, by analyzing four kinds of special phenomena in construction and management of government information of China and four functionsthat gateway websites to electronic government information resource integrity, bring forward the investigation subject of this paper, and discussed the academic background, technology background and practice background of this subject. Meanwhile give a holistic expatiation to the investigation methods and instruments.The 2nd segment is Summarizable Investigation, including literature summarization and practice summarization. In literature summarization, literature computable analyze about the status of correlative subjects internal, respective expatiation of the results of summarization of government information resource management, exchange and service. In practice summarization, selectively choose the practices situations of some countries (such as U.S.A, Canada, U.K, France and Germany) to analyze. Learn for the developed countries, using their experiences and methods.The 3rd segment is Summarization of Electronic Government Information Resource Integrity based on Gateway Websites. First of all, discussed the connotation and extension of basal concepts, such as electronic government information resource, integrity mechanism. Logistically analyze and affirm the concepts like information resource, Government information resource, integrity, information integrity and electronic government information integrity. Secondly, after analyze the concept of government gateway website; give a compositive expatiation of the situation of government gateway websites abroad and home. At last, after understanding of all concepts, bring forward the mechanism mode of electronic government information resource integrity based on gateway website. This integrity mechanism mainly includes three layers of the fundamental resources, information exchange frame and application service platform.
