This dissertation presents a paradigm for China's management of its ethnic affairs, utilizing perspectives drawn from structural-functionalism and political anthropology (ethno-politics).This model is a complex system to handle ethnic affairs, which constitutes theoretical foundation, political designation, institutional arrangement, legal assurance, organization establishment, and functioning mechanism.This model combines Marxist ethnic theories with the actual situation of China's ethnic affairs, as well as the reification of ethnic concepts and affairs in a manageable way through the state power and party will, which laid the foundation for Chinese unity in (ethnic) diversity paradigm. This model has been gradually developed and refined in conjunction with the birth of the People's Republic of China.Marxist ethnic theories lay the theoretical foundation of the model for China's ethnic affairs, with "ethnicity" and "ethnic issue" at the core. This research argues that no legal disputes on "ethnicity" exist, notwithstanding the conceptual debates on "ethnicity." Although the two key concepts of "ethnicity" and "ethnic issues" have been sustained in China's ethnicity-managing model, they are defined and deployed in a highly manageable way.Political attributes are basic to ethnicity. China's constitution sets up the political designations, including the political creation of identity (all ethnicities have jointly founded China), legitimacy (all ethnicities are theoretically and politically equal), and inclusiveness (ethnic autonomy under unified nation-state), participation (training and employing of minority ethnic cadres), and quota (facilitating minority ethnicities and promoting the development of ethnic regions).The institutional arrangement for managing ethnic affairs is embodied in ethnic autonomous institutions. These institutions solidify the national belonging of ethnic minorities and ethnic autonomous regions so that they are inseparable parts of the People's Republic of China. This model also regulates the political rights of ethnic minorities that they, as citizens, have enjoyed rights, for all China's citizens and, as ethnic minority, have the right for self-autonomy. The arrangement thus takes into consideration politics, economy, ethnicity, and region, as well as benefits the development and communication among various ethnicities under the unified political and economical framework of China. To set up ethnic-regional autonomy is the primary form to realize the minority right for self-autonomy and also the fundamental means of reifying the institution of ethnic regional autonomy.The legal assurance of China's ethnic issues includes the constitution on political designation and institutional arrangement for managing ethnic issues, ethnic regional...
