The Plight And Optimize Of The Social Security System In The Process Of Citizenization Of Migrant Workers

Since the reform and opening up, migrant workers become the new labor force in a city and the quantity and the scale continues to expand. With the development of marketization and urbanization, migrant workers citizenization has become an inevitable trend. The key of migrant workers citizenization is to have the corresponding social security. However, Chinese current social security of migrant workers lack of many other problems, such as transfer difficulties. The reason lies in the urban and rural household register system and the difference, pieces of the social security system. Holistic Governance Theory is as a solution to government agencies and functional fragmentation leading to an important means of public service fragmentation and other issues, to solve the problem of strategic response to the social security system of migrant workers fragmentation. Researching on the social security problem of the citizenization of migrant workers in the construction and the whole social security model, has the important theory value and practical significance to further the implementation of the new urbanization, to solve the "three rural" problems, and to build harmonious society.In this thesis, the holistic governance theory as the analysis tool, focuses on the combination of theory and practice, and across the history, sociology and science of public management, to analyze systematically and comprehensively the social security of migrant workers in China in the process of citizenship. And it tries to overall institutional framework design of social security of migrant workers, and strive to put forward proposals and suggestions of scientific, feasible, provide decision-making basis and feasible policy reference for the government to speed up the construction of migrant workers citizenization mechanism. This thesis mainly analyses fragmentation problems existing in the migrant workers citizenization process, and use theory tools of Holistic Governance Theory to solve the institutional arrangements of conflict and fragmentation, which is the innovation of this paper.The thesis consists of three parts:The first part is the introduction, firstly I expound the researching background and analyze significance and related research at home and abroad, and then introduce the research methods, the structure arrangement etc. The second part has four chapters, the first chapter is about the social security system related concepts and the relevant theory, mainly about the migrant workers in the process of urbanization, which will support the following research analysis; The second chapter is about the necessary tendency of migrant workers citizenization, pointing out that the key lies in the social security of migrant workers citizenization; The third chapter elaborates the history of our social security policies in the citizenization of migrant workers from the perspective of history, and our existing relevant migrant workers social security mode of migrant workers, then illuminate the existing social security system exist problems and institutional fragmentation. The fourth chapter proposes the integrity management strategies, the citizenization of migrant workers in the social security system, establishing the social security of migrant workers the holistic governance theory is the premise of system optimization, construction of migrant workers social security system framework is the core, building the migrant workers social security network governance structure is the carrier, improving the relevant supporting policies is security.The third part is the conclusion and prospect, the main conclusions of this study are aggregated, and I point out that based on the citizenization of migrant workers in the social security system optimization, comprehensive coverage of all the urban and rural residents of the social security system will become a reality.
