The public service unit is a unique and an important part of China's public sector, which undertakes the duty to provide services such as science and technology, education, culture, medical care and sanitation. During the process of economic system transition from planned economy to market economy,"marketization"factors were introduced into the public service field which then displays somehow innovative tendency. But this field's traditional features and operation mode on the whole still remains. It is the combination of marketization factors with traditional institution system that leads to the present complicated situation. This dissertation generalizes the features and maladies of traditional public service unit system, analyses the institution product nature and its provision mode, then put forward the suggestion on how to build a modern public service unit system.The dissertation is composed of introductory remarks, main body (consist of 6 chapters), and concluding remarks.The Introduction part mainly discusses the origin of studying this proposition and its theoretical and actual meanings. Also, this part sorts out and sums up the achievements obtained from the past researches and points out the writer's studying characteristics and methods.Chapter one and chapter two expose the facts. The first chapter analyses the connotation and extension of the concept of the public service unit, deeply observes its traditional features and how these features are formed, emphasizingly dissects the problems and challenges faced by the public service unit under the circumstances of the market economy. The second chapter laconically introduces the western public service system and its reform in an international perspective, which establishes a pluralistic reference system for China. It firstly dissertates statically the organization structure of such western public-service-providing bodies as the entity body, nonprofit organization, profit-making enterprise and their participating mode in providing public service, and then dynamically analyses world-wide reform trend of public service since 1980s, especially the experience and lessons of some OECD countries,...
