Since 1970's, in the world, there has been a significant transform movement of gigantic government governance, during which the public authority multiplication has been developed deeply, drastic reforms have been carried out by the governments of various countries in the field of the non-profit organization, propelled by the new public management movement. After more than 20 years reform and opening up, China, along with high speed growth of economy, similarly has to face the stern challenge in the aspect of providing public service. As the senior expert of the Bank of the World, Zhang Chunlin has said, "Reforming the system of public service unit to a comprehensive extent is imperative", "It is in the situation that the present income disparity rapidly enlarges and people in many places cannot share the most basic public service, cannot afford the medical treatment and study. The reform of public service unit has been quite urgent." Although there are many problems that affect the development of public service unit, the most essential questions are the present personnel system and mechanism of public service unit.Since the third Plenary Session of its Eleventh Central Committee, although China has positively been carrying out the personnel system of public service unit, for example, we have advanced positive exploration in aspects of the system of choosing a person for a job, the system of controlling title, the system of human resource flowing, the system of resignation and dismissing, the system of distribution stimulating, and have obtained the certain achievements, on the whole, these reforms are partial, not thorough and lack of a clear, integrated goal and accurate localization. In a word, the foundation of the personnel system of public service unit has not been shook up basically. In fact, the process of reform of the personnel system of public service unit cannot keep pace with the development of system of socialistic market economy and other undertakings, which is manifested in: Complex interior system in public service unit, traditional, ossified and closed management methods, old and single management way;System of personnel management conforming to the characteristics of public service unit has not been established;In distribution, mess phenomenon is very serious, theeffective competition, stimulation and supervising mechanism are not perfect enough;The relations between politics and public service unit is not clear, the post establishment is not standard, the personnel assignment and management, the achievements examination and critique are lack of operation, the effective personnel mechanism has not been formed;The necessary safeguard of laws and regulations are deficient, the unemployed staff are difficulty to arrange and so on. This, is harmful not only to staffs selection and flowing, but also to staffs training, has been the focal factor that prevents the reform and development of the public service unit.The author of this thesis claims that the emphasis on reform of personnel system of public service unit lies in: making clear the relations between politics and public service unit, further advancing the separation of public service unit from politics, perfecting legal corporation system of public service unit. The way to reform is to carry out the practical exploration in innovation of personnel system of public service unit, establish personnel system of public service unit which has Chinese characteristics, namely, establish the personnel system that has the emphasis on system of employment and post control which is based on the employment system by drawing on the experience of civil servant system which is founded in administrative organ, drawing on the experience of labor personnel system that is based on the labor contract in the enterprises;establishing various and flexible stimulation system;establishing scientific examination and appraisal system, reforming achievement examination system;establishing multi-form and multi-level unemployed staff arrangement system;establishing diverse, standard and social security system;establishing personnel supervising system conforming to the characteristics of public service unit, all of which can provide guarantee of system for the reform of personnel system of public service unit and impetus the development of public service unit.
