Public service unite reform is an important component of China's economic reform ,the same as the state-owned enterprises and government system reform, plays a very crucial role in establishing and improving the market economy. The public service unite reform is not only the necessary request of Chinese administration organizational reform,but also the actual needs of the public service unite itself that towards social and face the market . In the state-owned enterprises and reform of the management system of the government has carried out in-depth and made positive progress today,promoting the public service reform is of utmost urgency.Development of the public service unite is affected by many issues,but the most important thing is that the personnel system. China has actively promoted the personnel system reforms of public service united since 1978. Although the election system for employment,professional job title management system,the flow of talented people, the resignation and dismissal system enliven the distribution system and others were actively explored and achieved certain results,but from the overall perspective,these reforms are single,partial,incomplete,lacking clear and comprehensive objectives and accurate positioning,not fundamentally shaken up the personnel system. The human factor is the decisive factor in all factors. Thus,we have chosen from the perspective of the personnel system to discuss the reform of the public service unite,and proposed the way of the personnel system reform: continue vigorously to carry out employment system; established the post control system which conforms to the public service nature and the work characteristic, established the strict inspection,promotion,reward, punishes and resigns system; established the new distribution and encourage system; consummates the socialized employment, the medical service, the retirement, cares for the aged and so on the social security system; established the multi- forms and multi-levelly un-hired personnel placement system; established the macroscopic management and the human affairs the supervises system which conforms to the public service unite characteristic.This disquisition focuses on the theory and practice research,adopting the literature surveys,case studies,summarized interpretation of a comparative analysis and other methods, on the reform of public service unite of the carding system,aimed at discovering the problem, and solve problems. Against the systematic research and laws pursue of the public service unite reform is still at the stage of discussion,and this is precisely the current choice of the urgent need and not in-depth study, therefore more difficult , we need more pioneering color.In this disquisition,we use such a design framework: First, from the basic content of the public service unite and the personnel system,review and sum up the reform of the public service unite to the development process,clearly deepen the reform of public service unite in need; Secondly,we explore the impact of the reform of public institutions resistance factors, clearly the focus of future reform; Finally,for the reform of public institutions of exploration and practice,advancing the reform of public institutions.Construction of various institutions with a personnel system. Articles from the analysis of the reform of the external environment, before the reform of the internal factors - depth study, reform the way,allowing the reader to the public service unite more comprehensive understanding.
