Bearing the global and East Asian strategy in mind, the United States has gradually established its strategic objectives in the Korean Peninsula after the cold war. Guided by this aim, the United States implemented the policy of "Containing North Korea" and "coordinating with South Korea". At the same time, the United States treated the surrounding big countries of the Peninsula with "imposing while preventing "policy.On the one hand, America considers North Korea a typical "totalitarian and autocratic government" and put it on the black list as one of the key targets for "peaceful evolution". When it comes to the nuclear proliferation, the US government keeps a vigilant eye on North Korean, stating emphatically that its nuclear development infringes upon the American interests. Successive governments after the cold war follow roughly the same objective and principles to deal with North Korea issues, namely, synthesizing diplomatic, military and economic measures to couple coerce with baits, aiming to ultimately annihilate North Korean threat. However, due to the different policy orientation and the changing international environment, the administrative of Bush Sr., Clinton and Bush Jr. displays distinctive characteristics during the implementation of the policy. Government by Bush Sr. adopted a policy of so-called "internalization of the Korean peninsula issues", by Clinton, "engagement and confrontation", and by Bush Jr. "confrontation and containment". On the other hand, the US takes South Korea as its loyal ally and undergoes long-term "coordination" with it, hoping to solidifying and strengthening the US-South Korean alliance. But the implement of this policy has not achieved desirable result. Owing to its own interests over the peninsula and the Northeast Asia which was becoming more and more incompatible with that of the US., South Korea refuses to make compromise over a series of crucial issues such as the North Korea nuclear crisis and the redeployment of American army stationed in South Korea, which gave rise to a series of conflicts. Meanwhile, South Korea won't change its policy drastically before the reunite of peninsula on account of its great reliance on the US' political, military and economical support. In the long run, the US will still have predominance over the peninsula , but from the perspective of South Korea, it is necessary to solidify and strengthen the US-South Korea alliance in order to safeguard its interests, and it will not tamper with this basic state policy. So the US-South Korea relationship after cold war takes the form of intertwining close cooperation and frequent conflicts.In addition, the United States implements the policy of "imposing while preventing " to the surrounding powerful countries(i.e. China ,Russia and Japan ) following the principle of "being on guard while making full use". This is, on the one hand, determined by the aim of its global and East Asia strategy after the cold war, and on the other hand is the "inevitable response" to the geopolitical reality of the Korean peninsula.
