Studies On Optimization Of Government Decision-Making Mechanism

Government decision-making is both the first link and the important basis of effective government administration. It is one of the key factors to decide government's success or failure whether its decision-making is good or no. With the deepgoing of our country's political structure reforms and the development of socialist market economy, the government administrative function is becoming increasingly complicated and its decision's scope and difficulty is becoming broader and its status and role is becoming clearer. Because of these, to optimize government decision-making mechanism is becoming extremely urgent.This study's theme is about contemporary China's government decision-making mechanism formed and developed in the socialist modernization construction since the reform and opening-up strategic policies being carried out in our country in 1978. And it also depicts how to establish a modern authoritative, sensible, supervisory, functional, optimal and effective government decision-making mechanism by constantly reforming and creating and being adaptive to the changing world. So the study is obviously of great theoretical and practical importance. Guided by the political theory of Marxism and Deng Xiaoping's doctrine, this paper mainly uses the method of combining model analysis and positive analysis, political analysis and ecological analysis and systematic analysis and comparative analysis. It systematically and profoundly explains and probes the basic frame, historical background, running efficiency, developing model and perfecting method of our country's government decision-making mechanism which is rooted in Chinese specific social circumstances and serving for construction of the socialist harmonious society. This paper also puts forward some arguments of originality and creativeness to some degree. The whole paper contains six parts.Chapter one as the prologue briefly explains this study's theme and starting point. It delimits and argues on basic meanings and current researching fact of the government decision-making mechanism. On this base, it clarifies aim, method and structure of the study.Chapter two probes and discusses the general principles by starting from giving some comments on the theoretical models of government decision-making mechanism formed in contemporary western countries and our country. It delimits its main contents, structural elements and functional roles and analyzes its main characteristics.
