Research On Optimization Of Decision-making Mechanism Of Harbin Municipal Government In The Era Of Big Data

In 2019,The State Council issued the Interim Regulations on Procedures for Major Administrative Decision-making.In the chapter "Formation of Draft Decision Making",contents such as decision-making initiation,public participation,expert demonstration and riskassessment were added,emphasizing the establishment of a scientific and democratic decisionmaking mechanism,the standardization of major administrative decision-making processes,theimprovement of decision-making quality and efficiency,and the definition of decision-making responsibilities.So as to better promote the smooth implementation of administrative decisions.In 2022,The State Council issued the Guidelines for the Construction of a National Integrated Big Data System for Government Affairs,emphasizing that local government departments should continue to promote the construction of digital government,and continuously improve the governance efficiency of the government through sharing,opening,development and utilization,so as to enhance the decision-making level of the government.In 2022,Heilongjiang Province issued the Implementation Plan for Government Affairs Openness in 2022,emphasizing the construction of an open platform,focusing on public participation in major administrative decisions,and optimizing policy advisory services.In 2022,Harbin formulated the Implementation Plan for Government Affairs Openness in 2022 to strengthen the construction of the platform,actively publicize government information,and interpret relevant policies for the public,which laid the foundation for scientific and efficient decisionmaking of the government and narrowed the distance between the government and the public.In 2023,the Government Work Report of Harbin City stressed that government decisionmaking should be more practical and more responsive to public opinion,that digital empowerment of government institutions,strengthening the openness of government affairs,and constantly improving the quality and efficiency of administrative services.Based on the above historical background,using literature research method,empirical analysis method,comparative research method,summary method and other research methods to summarize and sort out the current situation of the decision-making mechanism of Harbin Municipal government,and finds that there are still some problems in the decision-making mechanism of Harbin Municipal government.Specific problems such as the isolation of information resources and data of various departments,the lack of integration of think tank resources,the lack of talent resources,the weak willingness of the public to participate in supervision,the imbalance of internal power and responsibility and the absence of external subjects,etc.The main reasons for these problems are the imperfect information sharing mechanism between departments,the lack of institutional guarantee for the development of think tanks,the inadequate propaganda channels for participation and the lack of feedback,the lagging supervision concept and the lack of institutional guarantee.On this basis,by learning from the excellent experience of foreign New York,London,Sydney and domestic Beijing,Guangzhou and Hangzhou in the government decision-making mechanism,the enlightenment for Harbin is drawn:information sharing platform construction is the foundation,increasing financial support is the guarantee,and guiding the public to actively participate is the key.Finally,based on the actual situation of Harbin City,countermeasures and suggestions were put forward,such as strengthening information sharing among government departments,establishing think tank network cooperation platform and mechanism,actively guiding the public to participate widely,and establishing independent website to ensure the openness and transparency of supervision,so as to continuously improve the decision-making level of Harbin City government.
