During human resources development and management, performance appraisal is an important basic work and a core of human resources management. It is an important method for appraisal to motivate positivity of managers and employee. Only through appraising performance of employees scientifically and fairly, can we know across-the-aboard employees impersonality. Only through correctly appraising results, can pertinence and felicitous incentives be adopted to increase positiviry of managers and employees. Because middle-level manager and project manager have key effect on construction's development, the paper try to researching systemic on performance appraisal for middle-level manager and project manager of Jiangsu Sanxing Construction Group Co., Ltd. in order to promoting its unfaltering development.Based on an in-depth discussion of current research and application status of performance appraisal theory, the paper explores its performance appraisal linking with the actual situation of Jiangsu Sanxing Construction Group Co., Ltd. Firstly, by analyzing the basic situation of middle-level manager and project manager and its current situation of performance appraisal, the paper suggests that Jiangsu Sanxing Construction Group Co., Ltd. not only faces the opportunity of development but also the great challenge , and point out domestic and foreign environment' s request for the company on performance appraisal. The problem that its current performance appraisal index isn't comprehensive, and its operation doesn't form criterion, and thereare too qualitative factors, makes employee feel unfair. Employee don't satisfy the current performance appraisal so it leads to the brain-drain. Aiming at these problem, on baes of work-analysis, according to the principia establishing performance appraisal, using AHP method and KPI method the paper brings forward index system and its quantizing methods for middle-level manager and project manager . On basis of these, the paper sets up mathematical model in use of Fuzzy method to analyse the appraised results. Meanwhile, appraiser, appraised cycle and performance feedback is argued sufficiently .In order to assure implementing the system effectively, the paper presents some advices about management application and actualizing process of the system, applying the appraised results to middle-level manager and project manager, and so on.
