Research On The Policies And Laws Promotion To Economic Development Of The Western Ethnic Areas

Considering the background of development of the western ethnic areas of China at present and taking historical materialism as the guiding principle, this thesis deeply and systematically studies the status quo of and reason for the backwardness and the history of economic development of Chinese western ethnic areas and the objective fact of further widening of the gap between Chinese eastern coastal region and western ethnic areas in respect of economic level and discusses the issues concerning the improvement of policies and laws on Chinese western ethnic areas by applying the new theoretical results of sociology, ethnology, economics, politics and science of law and with the methods including historic investigation, comparative analysis, generalization and induction.This thesis includes introduction and nine chapters. The part of introduction mainly introduces and analyzes the background, basic approach and significance of this thesis. Chapter 1 expounds the status quo of and historic reason for the widening gap between the west and eastern coastal region and proposes the necessity and urgency of the improvement of the policies and laws on the economic development of the west on this basis. Chapter 2 analyzes the international background of west development after China's entry to WTO. Chapter 3 indicates the difference between the economic environment for east development and that for west development and proposes the strategies and policies on the change of west economy to market economy. Chapter 4 reveals the experience and lessons to be learned in Chinese west development. Chapter 5 comprehensively analyzes the basic characteristics of the economic development of the west and the necessity of relevant policies and laws. Chapter 6 proposes the conditions and reasons for creating policies and legal environment for the economic development of the west and relevant operation methods. Chapter 7 chooses the policies on industrial structure adjustment in western region and analyzes and discusses the details of its elements. Chapter 8 mainly gives concrete evaluation of policy functions, laws and systems in respect of the economic development of the west. Chapter 9 summarizes the whole thesis and puts forward the overall strategy and concrete measures in respect of the economic development of the west and advancement of laws.The main points of this thesis: West development is part of the significant strategy of China in this century. In-depth understandmg of the great gap between eastern and western regional economy and the reason therefore is the base for our formulation of policies and laws on promoting the economic development of the west. The economic development of the west involves deep-level reform of social system and the innovation of the practices and theories on handling ethnic relations in the new era. The research in this aspect will contribute to furthering our understanding of the value rediscovery concerning society, economy, culture, education, legal system and resource ecology of the western ethnic areas. It is of great theoretical and practical significance to broadening the horizon in respect of the economic development of western national region and correct handling of ethnic relations.
