Research On The Counterpart Support Strategy To The Western Ethnic Areas

“Counterpart support”,a policy system or a strategy with Chinese characteristics,set from the late 1970 s and led by the Communist Party of China and the Chinese government,assisting the underdeveloped provinces or regions in the western ethnic areas with the support from the developed provinces or regions in the eastern coastal and the central areas,aims to control and narrow the developing gap among regions,promote the economic and social development of the western ethnic areas,realize the ethnic unity and keep the stability in borderlands.The implementation of the counterpart support strategy has been playing an extremely important role in the advancement of the modernization of the national governance system and governance capacity,and bringing opportunities,new direction and new path to the development of the western ethnic areas.Within the above era background,this paper focuses on researching the counterpart support strategy,on the basis of the existing theoretical achievements and viewpoints,comprehensively applying the theories in political science,public management,economics and ethnology,such as the theories of inter-governments relations,policy network,regional development,and ethnic development.By combining the proposal,development process,basic types and promotion and application of counterpart support policy,this paper clarifies the position of counterpart support in the contemporary Chinese national governance system,regional coordinated development strategy and national policy system,explores the value objectives,intentions,functions and functions of counterpart support,and examines the system and performance of counterpart support in the western ethnic areas.It is found that the counterpart support policy plays an important role in promoting the political,economic and social development of the western ethnic areas.At the same time,there are some problems,such as insufficient hematopoiesis function,low efficiency of assistance and insufficient incentive system.The reason is mainly caused by some factors: the influence of existing policy factors,the failure toform a working pattern of collaborative governance among multiple subjects,the failure to form a policy operation mechanism with sufficient internal driving force and a set of refined policy tools;and the constraint of task setting,such as task expansion,task accumulation,task distribution,path dependence and interest game.There are also constraints of environmental conditions,such as special political environment,lagging economic development,unique social environment and complex international environmental conditions.The cause of the problems determines the way to solve the problem.The problems within the counterpart support strategy are caused by policy factors,task setting,environmental conditions and other factors,which determines that the solution to this problem should follow the basic principles of central coordination and local linkage,planning in advance and scientific development,combination of software and hardware and highlighting key points,adhering to mutual benefit and strengthening cooperation,and under the leadership of the central government,building counterpart support for western ethnic areas,besides the long-term mechanism and the way to explore its effectiveness.In details,the group of solutions covers building a long-term mechanism to support the western ethnic areas,and the path choice of counterpart support for western ethnic areas in the new era.In accordance with the requirements of the modernization of the national governance system and governance capacity,it is necessary to further improve the socialist system,to promote the benign interaction between the government,the market and the society,to improve the administrative efficiency and optimize the resources by changing the government functions and improving the local government capabilities.
