The Perfect Research Of Chinese Social Security Institution

Based on the research of development history of social security system, on the summary of formation and development characteristics of different social security system and on the analysis of their successful experience and facing problems, we summarized and evaluated the formation and operation of our domestic social security system. From two perspectives of urban and rural areas, the paper analyzed the reforming background of domestic social security system, existing major problems and general plan. The article also proposed that in order to perfect domestic social security system, we should take the concept of "people first", balancing interests of all stakeholders and deepening reform as the basic principle, and to diversify financial source, build the system at various levels and socialize the management service. It is need to take a further step to widen the covering area for the realization of our goal of workers from various walks in cities and counties can enjoy social security equally at basic level.The article, containing five chapters, is divided into five parts.The first chapter is about the formation and development of social security system.In this part, the history of social security system formation and development and explanation of its content from various countries are explained. It analyzed the characteristics and function of domestic social security system. The tendency of reforming plan of higher-level-welfare social security system from other governments is also introduced.The second chapter is about the inspiration from an international comparison of social security system.In the past more than one century, a number of countries have their own social security system, and according to various background and historical condition reformed and perfected it continuously, which left lots of valuable theory and practical experience about social security system. Within this part, based on the comparison of various kinds of social security system, one summary of formation and development characteristics is explained. We can draw some lesion from the analysis of their successful experience and facing problems to reform and perfect domestic social security system.The third chapter is about further research of domestic social security system in urban area.In recent years, the reform of social security system in urban area has achieved outstanding results. However, facing the domestic and international environment, the system still encounters lots of new challenges and problems to resolve. In this part, we reviewed and analyzed the current ueban security system, and proposed a guideline and a goal tor the eleventh five-year plan.The forth part is the study on the perfection of China rural social security system. From the reforming and opening-up, a quantity of research and probing work about rural social security system is carried out. However, in rural area the system covers a limited area and the security level is low, and there is great difference in various areas. We can say that the system in rural area can not match demands, and economic development in countryside. In this part, the current condition and problems are introduced and some solution is proposed to set up and perfect rural security system.The fifth part is about the general thinking and solution for China social security system.To strengthen the building of domestic social security system, we need the change of directing ideology and principles, adjustment of institution and policy, set up the value of socialist people first, build the directing concept of taking the idea of strengthening governmental responsibility as a characteristic, the idea of securing equal social security and justice as the purpose and the goal of covering urban and rural area. In this part, we put forward the goal and task of perfecting social security system, explained the working principle, basic thinking, policy and solution. We restate that it is necessary to accelerate social security legislation, and strengthen legal protection.
