Analysis And Countermeasure About The Prevention And Control Of Social Security Participated In Rural Area In Huxian County

As the capital of Shaanxi Province, the prices of the apartment and commodities in Xi'an have soared with the expansion of its urban area and the increasing population. As a result, a great number of residents in the urban area have resettled towards the suburban districts. Along with this movement, the public security in these suburban areas, especially the investment and development zones, has become worse than before. A lot of social problems, like the dispute of peasants'removement and the contradiction between the doctor and patients, have attracted the attention of the public. Therefore, it is urgent and vital to make some applicable measures to solve these social problems and to continuously promote the social and economical development in the rural area.There are four parts in this paper:firstly, the paper will summarize the significance of the citizens'participation in the public security and the previous relative studies domestic and abroad. On one side, the government has to help the citizens to correctly realize the importance of maintaining the public security; on the other side, with the purpose of supplying theoretical basis for the peasants'participating in the public security, this paper will make an analysis of the social changing from single participant of public security to polybasic. Secondly, the paper also analyzes the main public security problems in Huxian County:the leaks of the traditional public security system, the citizens'unwillingness of participating in the public security and weak consciousness of self-protection, etc. Thirdly, this paper will try to summarize the reasons of restraining the solution of Huxian County's public security problems like the fragileness of its political environment, the poverty of the residents, the weak administration of the pubic security departments, etc. Finally, on the basis of the reasons above, the paper will propose the government-oriented and polybasic participants idea of public security that is meaningful to set up a comprehensive administration system, to establish the organization of security volunteer and to complete the relative regulations of education and training. In all, this paper tries to explore and innovate the theory of citizens' participation in the public security and to provide suggestions for the relative issues.
