Research On Generating Command Capability Of Systems Operations Based On Information Systems

Under conditions of informationization, the operational capability of systems operations based on information systems has become the basic form of Warfighting capabilities. Command is the foremost factor in combat, and command capability is the core of all the possible components of Warfighting capabilities. It is of vital importance to discuss the generation of command capability in systems operations based on information systems, both for the enhancing command capability of the PLA in systems operations based on information systems, and for accelerating the transformation of the generation model of Warfighting capabilities.On the basis of theories in system science, the paper first clarifies the basic concepts like systems operations, operational capability of systems operations based on information systems, and command capability of systems operations based on information systems. Moreover, the paper looks into the command capability features in new forms of Warfighting capabilities, and analyses the new command capability in Systems Operations Based on Information Systems——that is, digitalized command capability, linkage command capability, system emergence command capability, and self-adjustment command capability——with the complex adjustment system theory. After that, the paper analyzes the major determinants of generated command capability of systems operations based on information systems, and figures out the central determinant. In addition, the paper makes clear the relationship between command system evolution and command capability generation with the dissipation structure theory, and summaries up the generation mechanisms of command capability in systems operations based on information systems——system fusion, determinants coupling, gradual integration, and spiral cohesion. Furthermore, the paper copes with issues like the transforming directions, transforming paths of the generation model of command capability in systems operations based on information systems, as well as the training methods and transforming models of the new command capability, all of which are of much practical value for real combats.
