Peter F. Drucker was the Father of modern management who was admitted by the whole world. He made a great contribution to the subject of management and a big influence on it. His management ideas which involved in a wide range not only gave a lot of valuable suggestions to the management of the social, organizations and administrators, but also foresaw our many challenges and hot spots in the fields of management today scientifically in many aspects. His management ideas mainly focused on the idea of enterprise management, but not dealt with some administration management and the management problems in the field of government management directly. However, it is so obviously that he sublimated his own enterprise management theory and the application of the spirit of the entrepreneurs which he discussed onto the inclination on value of the level of government management.Through the deep research for the management ideas of Peter F. Drucker, this passage dug up part of the ideas of administration management which were not only what he thought highly of, but also had not formed into special subject systematically; while a kind of change and innovation in administration management thought, methods and research angle of view has been found out so as to integrate the ideas of enterprise management and administration management in some methods scientifically, such as thought and mode.First, this passage constructed his ideology of administration management at the basic of Peter F. Drucker's management. The research for this ideology mainly made the chiefly thread in the ideology of administration management clear according to holding the key words in his management ideas. The ideology mainly included several aspects of ideas of administration management, such as"aim for guide","innovation for task","correct organization and design for successful conditions","human beings as foundation"and so on. These chief components in the whole system of Drucker's administration management ideas joined together closely without dependence for each other, but of equal rank and crossing each other. Then, it discussed every main component in this system separately.The forming of"Management By Objectives"experienced a longer time and it was finished by a large number of management idea masters. On the basic of some excellent ideas about object of forefathers, Drucker advanced the Management By Objectives for the first time in The Effective Executive, 1954. After that, it was widely used by all kinds of large organizations. In the eyes of Drucker, the government even needed to use such a system of management which had a distinct object. The center which he raised that many steps and conditions government used to finish the jobs outstandingly was carried out around the objectives. Many steps in these contained the whole process of Management By Objectives including the making, analysis, implement and assessment of objectives. He thought that Management By Objectives was one of the important methods and means which administration management organizations should adopt. Later it was adopted by more and more administration management organizations in every country and took a good effect. But what we couldn't still ignore was a series of obstacles when Management By Objectives was applied in the field of administration management. This is an important research subject when we study, inherit and develop the system of Drucker's Management By Objectives which is adopted in the field of administration management."Responsibility"is one of the cores of Drucker's management ideas. As a management professor, Drucker has been holding a kind of unselfish and responsibility and morality in his span of life. The idea of responsibility covered his ideas of management. In his work, no matter the responsibility for the administrator or for the management organization has been talked about specially. In the theory of his management responsibility, he made the functional authority of the government and government office workers definitely, among which some new opinions for the government and government office workers were covered, chiefly including the ethics responsibility of government and its staff, the limit of responsibility, the relationship between the authority of office and responsibility and so on. It enlightened us to more and more emphasize and realize the important meanings and functions of the theory of responsibility management in the government management.Drucker had much deep and uncommon to all understanding for the problem of management and innovation. His innovation was one of the cores of his management ideas. He looked"innovation"as a task of organization, demanded the innovation for the organization and its members and study the innovation problem in the service apartment such as government as a single problem, which contained chiefly the innovation of human beings, concept ,means and so on, advancing the new thought of realizing the systematic management innovation in the inner government. Government has become a common trend of political development in every country. All of the governments in all of the countries including ours are facing the great pressure of revolution and innovation. During the deep research for the idea of innovation as the task which belonged to Drucker's administration management ideas, we can get inspiration to provide new ideas and new minds for the management innovation of our government, including chiefly the new ideas about government human resources control, government achievement management and the new recognition for the organization structure innovation----making the innovation job stand outside the management organization which exists at present, the administration management awareness which takes the customer as the guide and the new mind of creative imitation.Drucker took the angle of view of economics and the research of enterprise management as the basic. The biggest contribution to the theory of administration management was the idea of Management by Objectives which he suggested. This is a very important stage and process in the developing process of administration organization theory, which made a significant contribution to the developing process of administration organization theory. At the same time, on the level of concluding the administration organization theory of forefather's, Drcuker designed the principle of administration organization around his own management ideas characteristics. His administration organization theory focused on the aim as the center and emphasized the organization and unification of the organization jobs. He chose a different mode of administration organization structure compared to the lead mode of traditional administration organization structure. He objected to the traditional and single structure mode, but proposed the organization with more directions and advocated the plural administration organization theory and the lead theory of human beings as the foundation. He took two forms----one was joining the power together and the other was separating the power----as one of important contents of detailed analysis and research for the administration organization structure. In his theory of administration organization, we got the enlightenment that we should reduce the levels of classes during the government management and make the shortest conductive lines; while promoting continuously the role location of government and functional authority optimize during strengthening responsible working division between government classes and its interior.The theory of Drucker's management highly emphasizes the factor of human beings. There are full of the human concern and there is a leading thread of human beings as the foundation from the top to end.He put an emphasis on the key point of human as the development and combining the freedom and responsibility to design the job of effective management, organization structure, rules and administers. The passage mainly summed up several aspects below so as to show Drucker'management thought of human beings as the foundation: the harmoniously personal and organizing developing concept of human beings as the foundation, the management methods of human resources of human beings as the foundation and the innovation ideas of"human beings as the foundation". He made sure the leading position of human beings and constructed a management system with human beings as the core. Human beings are the major part of the society and all of the society activities have to be afforded by the human beings. Second, he approves the values of human beings sufficientlly. He thought, human beings are our largest assets; human is one kind of organism; people have special psychology, ability, limit and behavior mode; it is a human nature resource owning personality and citizen rights but not a kind of thing. Third, in his management ideas, the meet for human's demand was emphasized and the real nature for human was highly respected. At present,"human beings as the foundation"has become the co-recognition of every school of management. Drucker's administration management ideas of human beings as the foundation should be highly valued by our government management. We should not only get enlightenment from it, but more inspect our traditional government management.Trough the discussion for the ideology of Drucker'administration management, we can find it systematic. It is a systematic administration management theory which is according to aim as the guide, responsibility as the core, innovation as the task and human beings as the foundation which is considered as the main tread by penetrating through the whole management ideas. At the same, Drucker's administration management ideas hold the ability of foreseeing. He is capable of revealing the modern time beyond the common people and observing some events which are happening now actually in social organizations such as society, economy, enterprise, government and so on. He has predicted many challenges and hot spots in modern government management scientifically. Particularly, he analyzed the Chinese developing prospect scientifically. Through keeping studying his ideology, we could combine his excellent management ideas and advanced management concept with the management practice of our nation and revolute and innovate the management methods of our nation so that it can adjust to the developing need of knowledgeable economic time and integrating his ideology into Chinese management gradually. In the process, we will try to reduce the class confinement and the difference existing in different social concept of value in Drucker's management ideas for the sake of being a capitalism management professor. Also, we should keep finding out the approach which could combine the western management ideas including Drucker's and our national culture and develop it a guiding scientific thought which could fit the Chinese situation.
