Since 1990s, Chinese local governments started the practice of administrative efficiency supervision, and have got many achievements up to the present. But so far Chinese administrative efficiency supervision is based on the local regulative files. Laws, administrative laws and central department regulations don't define the status, authority, procedure and so on of administrative efficiency supervision, and central departments don't construct the organizations of administrative efficiency supervision. So the institution of administrative efficiency supervision isn't yet constructed totally in China. The purpose of this article is to construct the basic pattern of Chinese administrative efficiency supervision institution by analyzing from many angles of view including principal theory, reference of foreign experiences, historic analysis and experience analysis and so on.The preface of the article mainly analyses the principal problems in administrative efficiency supervision, the value of developing administrative efficiency supervision, the outline of administrative efficiency supervision research, research method, research purpose and innovation of the article.The first chapter first analyses the principal concept of administrative efficiency supervision. It points out that administrative efficiency supervision means the supervision about the whole efficiency of administrative organizations and the economic nature, efficiency nature and effect nature of line of duty of administrative organizations and its employees, which is made in accordance with the laws by the administrative efficiency supervision organs and efficiency management organizations authorized by the laws and rules Second, this chapter discusses the problem about the location of the administrative efficiency supervision. By probing into the relations among the concepts of administrative efficiency supervision and incorrupt supervision, execution supervision, enterprise efficiency supervision, administrative efficiency building, this chapter confirms the position of administrative efficiency supervision among administrative supervision system, efficiency supervision system and efficiency building system. Last, this article put forward the basic principles of administrative efficiency supervision, which includes two kinds: the first kind is basic principles adapting to the total administrative supervision work including the principle of being practical and realistic, the principle of combining education, encouragement and punishing, the principle of combining supervision and inspection with rules supply, the principle of combining validity with rationality, the principle of combining recent and long-term purpose; the other kind is the particular principles suitable to administrative efficiency supervision, which includes the principle of process controlling, the principle of being general, the proportion principle and the principle of continual efficiency advancing.The second chapter studies the history of Chinese administrative efficiency supervision, analyses administrative efficiency supervision practice in various periods including ancient era, early stage after establishing country and new period, sums up some inspirations which benefit china contemporary administrative efficiency supervision institution and puts forward some historic rules which includes:Firstly china emphasizes the role of administrative supervision during most periods. The administrative supervision system is the important part of country system. Secondly, Viewing stability and continuity of system, the supervision system has the same structure and continuity during china ancient era. But the supervision system changed very big and lacked continuity from china modern era to the contemporary era. Thirdly Chinese supervision system trends centralization of power and cooperation. Fourthly, there is close relations between the clean government supervision and efficiency supervision. Fifthly, efficiency supervision locates the subsidiary status in supervision system so far, but its function is advancing gradually. Sixth, the function of laws and rules is important in the practice of administrative supervision and administrative efficiency supervision.The third chapter analyses Britain and American administrative performance innovation, Japanese administrative efficiency supervision system, ombudsman system of Sweden and Britain, puts forward some methods China should use for reference. These methods includes: to emphasis the function of legislation and legislative, to build leadership system and operation mechanism in which government and society cooperate, to build institutional innovation and long-term mechanism to increase government performance, to take different route to performance innovation on the basin of different country situation, to enforce variant supervision and construct Chinese ombudsman system subject to legislative.From the forth to sixth chapter study some problems which are necessary to be solved to construct china contemporary administrative supervision institution.In the forth chapter, the author considers that China should improve rules system of administrative efficiency supervision, especially should attach importance to confirm law status, duty and procedure of administrative efficiency supervision in the rule forms including law, administrative rule, department regulation regulated by central government, and changes the situation that regulative files about administrative efficiency supervision are disordered.In the fifth chapter, the author considers that China should construct and improve administrative efficiency supervision organizations.Firstly in this chapter, the author discusses the leadership system of administrative efficiency supervision and the route to administrative supervision. The author considers that recently it is impossible to change the administrative supervision system largely. Because the administrative efficiency supervision just begins. It cannot be parallel to the clean government supervision. During recent period that corruption is very severe, clean government supervision is more important. It is difficult to the function of efficiency supervision supports an independent organ. But from long-term viewing corruption will be weak by perfecting the political, economic and society system. And administrative efficiency problem will stand up gradually. When this problem developed to some extend, it would be necessary to build an independent administrative efficiency. The author considers that it is necessary to set up to study how to build an independent supervision organ. And the author thinks that it is possible to set up a legal supervision organ.Secondly, the author considers that organization form takes on a diversity trend. It is not necessary to build the same administrative efficiency supervision organization form. Each administrative supervision organization may choose different form suitable to itself on basis of bureaucracy theory, flexibility organization theory and polycentric system theory and the designing project of organization.Lastly this chapter puts forward some patterns of administrative efficiency supervision to be chosen including general model, charging center of administrative efficiency model, temporary organization and virtual organization.In the sixth chapter, the author thinks that China should improve detailed working methods. The article put forward some working methods which appear in the practice can be used widely. The article points out that each governments function sections should build fundamental working system suitable to administrative efficiency supervision and administrative supervision organs should build material working system. The author also points out that these systems are necessary to exert administrative supervision function and should be combined to make administrative efficiency supervision system. They could not be separated in the process of administrative efficiency supervising. We should pay attention to integrity of all kinds of mechanisms.The last part summarizes the entire article and stresses again the three problems which are necessary to be solved to construct Chinese administrative efficiency supervision: law basis, institution problem and operation mechanism.
