In this paper, with the guidance of Marxism, the study of the KMT and the CPC's agricultural policy in the democratic revolution period, it is comprehensive use of history, political science, economics, sociology, policy studies and other research results and methods, generally all-round, multi-angle inspects and explores the main content, practice performance and the differences of the two parties'agricultural policy, profoundly sums up lessons learned its success, systematically reveals two party's agricultural policies for the political far-reaching impact on China, hopes benefit and enlightenment in achieving China's modernization and building new socialist rural areas.Thesis is divided into six chapters; the specific details are as follows:In the introduction it discusses the theoretical value and practical significance of the thesis topics from the perspective of agricultural policy, outlines the status on this issue both at home and abroad, and introduces the basic ideas and methods of the study.Chapter one: Through the analysis of the background KMT and Communist Party developed agricultural policy, it demonstrates that colonialist invasion has changed the direction of the development of agricultural economy in China, explains the performance, causes and solutions of China's agricultural crisis in democratic revolution period; pointes out that the relationship of agricultural production in semi-colonial period is the root cause of agriculture crisis in the democratic revolution period; changes in the relation of agricultural production is a precondition for the agricultural crisis in period of the democratic revolution.Chapter two,Chapter three: Through the investigation and evaluation of Agricultural policy, Agricultural Tax policy, Agricultural Tenancy policy in the KMT and the CPC agricultural policy, comprehensively and in-depth mines and cards a period of the democratic revolution KMT and the CPC's agricultural policy information, carries out in-depth, systematic study on the KMT and the CPC's Agricultural policy, Agricultural Tax policy, Agricultural Tenancy policy which are fresh concerns in the academic community, constructs the main agricultural policy framework of KMT and the CPC in democratic revolution period, profoundly reveals the class nature of the KMT and the CPC's agricultural policy.Chapter four: Through the comparative analysis of similarities and differences between the KMT and the CPC's agricultural policy, states that there are same characteristics between the two parties on setting out to develop agricultural policies and the adjustment of agricultural policy according to political changes; it has significant difference in four aspects which are the guidance program, class basis, focus and implementation modalities of the agricultural policy. Chapter five: It explains the successful experience of agricultural policy of Communist Party of China: Firstly, it takes historical Materialism as the guiding principle of the agricultural policy formulation and implementation; Secondly, it regards Land reform of the system as the core of the agricultural policy; The third point, meeting material interests demand to the masses of peasants; The fourth point, focus on methods of work. Lessons of the failure of Kuomintang agricultural policy is: First, using the people's livelihood history as the theoretical basis for the implementation and development of agricultural policies; Second, making improved agricultural policy as the core content; Third, making the target is to solve the revenue; Fourth, absence of effective measures to ensure the implementation of policies.Chapter six: It clarifies the KMT and the CPC's Agricultural Policy on the impact of China lands: Communist Party of China's agricultural policy makes social mobilization capability to the limit, develops agricultural production, completes the reconstruction of the rural social order, successfully mobilized the vast majority of China's population of farmers in the production and political struggle enthusiasm, and finally takes over the national government; KMT agricultural policies lead to the agricultural bankruptcy in Kuomintang-ruled areas, farmers living in hardship, rural social order out of control, and eventually lost the mainland regime.Conclusion: It sums up the multi-level relationship of The KMT and the Communist Party's agricultural policies and draws a conclusion presented in this paper.
