The study on the world political order is related to peace and stability of human society. As an indivisible part of the world political order, the European political order plays very important role in integrated stability of the world order. The history of Europe is the history of continuous wars and battles among countries, the European people have always lived in the shadow of war and violence, Especially during the two World Wars, the tremendous devastations and afflictions both physical and mental, have made people hold a suspicious attitude that if the militant and unstable Europe could become the seat of war once again, and bring the world unpredictable effect. The operational situation of the European political order not only affect on the internal power relativity of Europe, but also decide the identity with which the Europe participate in future international affairs and the way it influences the world. The stability of Europe have profound impact to the whole world, and the historical trajectory of inter-state relations of Europe is valuable to the development of future inter-state relations of the world in the future. Therefore,it is valuable to analyze and label political order in Europe both for the current world and the construction of inter-state relations in the future.Based on the mentioned considerations,this dissertation will apply the theoretical analysis methods and practical approaches to study and analyze the combination and reason of neoteric European political order . At the same time, the dissertation will uilize the different separate variables to analyze the effct on the European political order, and the functions implemented on European political order by the resultant force of the three independent variables——power, institution, concept. This dissertation has made strict verifications on the assumption it initiates: power politics , international institutional , conceptual identification are the decisive factors for the reconstruction of political order in Europe after the Cold War. The dissertation is divided into five chapters.Chapter 1, the reconstruction of European political order after the Cold War. In this chapter the author has divided the neoteric European history into two sections based on the historical dimensionality. Through making comparable analysis on the processes and characteristics of the formation of various European political orders before and after the Cold War, and studying on the changing factors which affect the construction of European political order before and after the Cold War, this dissertation has drawn a conclusion that power, institution and concept is the crucial factor which determines the construction of European political order. Then the main assumption of this paper is reached, which is power politics, institutional construction, concept identification together construct the crucial factor that affects the remaking of European political order post cold war. So the primary hypothesis of this dissertation is put forward. Meanwhile, the dissertation demonstrate the reason of extracting the independent variables (power politics, institutional construction, concept identification) and the induced variable (European political order). These establish the foundation for further research.Chapter 2, power politics and the European political order. In this chapter, the author first analyzes the correlation between power politics and political order on a theoretical level. By proving that power politics is an effective instrument for nations to pursue interests, the author points out that the power politics is an eternal variable for the construction of political order,and the dissertation illustrates the numerous ways it affects political order and its constraint factors. Then with a demonstration of the influence of power politics upon political order in latter-day Europe, and the struggle for power by main powers in Europe post cold war, the author proves that power politics is always a factor of great significance in constructing the international political order, both theoretically and in the practice of national policy. If its mulriple influences could be properly directed or controlled, it could play a positive role in the construction of political order.Chapter 3, international institutions and European political order. In this chapter, the author first discusses the role that the international institution plays in dealing with the conflicts and contradictions in the process of cooperation and competition among nations. The author points out that international institution is a framework established to ensure effective cooperation among nations. Within the scope of institution, its intrinsic characteristics can positively improve the realization of the inter-state informational symmetry, enhance mutual trust, improve inter-state relations, bring peace and stability to international community, and promote the formation of political order. On this basis, this dissatation has made a detailed analysis on the role international institutions play in the construction of political order both in history and the contemporay era, and explains the important role it plays to maintain peace and stability in Europe and to build a reasonable political order.Chapter 4, conceptual identification and the European political order. Concept plays its role in the construction of political order by indicating and illuminating directions and steps for the formulation and implementation of national policy. Its role is embodied by the inter-state relations that manifest after countries have been influenced ideally and conceptually. For this reason and according to the overall logic of this dissertation, the author defines the word"concept"by dividing it into three levels: the world view, fundamental doctrine and casual belief. By describing the conceptual influence upon making and implementing the national policy through the three different levels, the author explains the functions of concept embodies in maintaining a favorable political order and making some further analysis on the conditions and circumstances that can influence the function of conceptual identification. Based on theoretical analysis, the dissertation examines the conceptual impact on national behavior in European history, especially the concept and identification that reflected by their impact on the policy of main powers which can determine the configuration of European political order. This dissertation has proved the influence of the"concept"variable on the construction of European political order by empirical methods.Chapter 5, analysis on the dynamic framwork of European political order. In this dissertation the author analyzes the influences on European political order of the three independent variables: power politics , institutional construction and conceptual identification in chapter 2, 3 and 5 respectively and draws a conclusion that the three mentioned variables are the crucial factors for European political order. Therefore, the size and direction of the tractions of the three variables implement on European political order are subjects to several external conditions. In reality, the three variables can not be separated and they don't affect the European political singlehandedly. It is sure that there are some kinds of mutual relationships and influence between them. It is crucial to distinguish and analyze the dynamical regularity of the interaction among them. Then we can investigate the influence of these variables on European political orders. So in this chapter, the author explores the processes of interactions among those three variables and describes the strength, directions and effects of the tractions they implemented on European political order. At last the author makes an assessment on the trend of the construction of the future European political order under the resultant force of the three variables.To sum up, it is of great significance, both theoretical and practical, to find the fundamental variables which determine the construction of European political order, to describe their influence on European political order and to explain the dynamics of interactions among them as well. Europe is the birthplace of the nation-state and powers of modern capitalism. It is also an area that has the most complicated regional inter-state relations. It's important to understand the cause of the formation of political order in this region. On the one hand it can help to capture the developmental pulse of future European politics, on the other hand it can improve to study the law of the world political order. Such investigation could supply useful reference to our knowledge to maintain long-term stability and development for the world.
