Although political communication is a modern word translated from the western academic circles, as a political concept and a kind of political behavior, it has a very long history. Communication and politics were born at the same time, since there was the politics and the country, political communication was appeared. Communication and politics are on intimate terms with each other. Professor Zhang Weizhong of Zhejiang University has pointed that in Sacrifice and Political Communication in Spring and Autumn Period: as early as Yin and Shang Periods, the rulers conveyed specific political intention under the guise of spirits to issue orders.As a political phenomenon, political communication emerges different patterns in different cultural backgrounds. In traditional Chinese society, as a non-Chinese communication approach, music extremely possessed great features of times and characteristics of national culture.I. Music is to transmit the message of the oracle. Since ancient times, Chinese civilization is famous in the world for our etiquette and music culture, Mr. Li Zehou calls Chinese culture as the musical culture; music in the traditional culture has far-reaching cultural meaning and pattern characteristics in religious and philosophical significance. As a physical-chemical form of folk cultural psychology in the early ancient times, dance accompanied by music was not only a spiritual enjoyment of aesthetics; in the ancient ancestors'transcendental consciousness, music was a rhythm from the way of heaven and was always present with the universe; as Mr. Jiang Wenye said that in Confucius Music Theory: Music is the rhythm of the universe, is the beat of soul, is entrusted religious connotation that was transcended by the soul, and contains the spiritual demands of god and man live in harmony. The pattern characteristics of music in the traditional Chinese culture enabled our ancestors in ancient times to possess predoomed transcendent consciousness---music was to transmit the message of the oracle, music was the spiritual vector for communication between people and god. In ancient human society with religious politics and the theocratic kingship, religious pattern characteristics of music enabled the music to have a very unique political function. The ancient Kings conveyed the political beliefs that the kingship was awarded by the god through such spirit vector of dance accompanied by music, thus to establish the legitimacy of the ruling monarchy and the ultimate authority. For the humans who pursuit rationality, anything existing in the world should be given ultimate reasonable explanation. If there is no ultimate reasonable explanation, the true existent things will loss the foundation and origin of its existence. As a society existence, political regime must also be given the ultimate reasonable explanation; otherwise it will be difficult to establish its legitimate existence foundations. For the ancient ancestors, the music was the voice of the god; music was the message of the oracle. In ancient Chinese society, the Kings of every generation utilized dance accompanied by music ceremony to receive gods'wishes, and thus to construct the legitimacy of the rule of the monarchy. It can be seen that the music has a very great political significance as a mode of political communication.II. Music is the expression of political symbolism. In the political sphere, as a political phenomenon, symbolism has a great important significance of political value. Some scholars even consider that: politics is just a series of abstract symbols. A symbol that is, by its nature, a hint, a metaphor, but not the truth itself of the symbol; the symbol becomes a symbol because of its particular implication of connotation. Political information consists of symbols and thought significance, an important feature different from animal activity information for human beings is that it can use symbols to convey the political symbolism, so the political communication activity of human beings can be grasped as a symbolic social activity. In the concept of ancient Chinese ancestors, the production of etiquette and music are the prerogative of the king, only the emperors who had established foundation and ensured national security had the qualification to produce etiquette and music. Therefore, the music symbolizes the supremacy, expressing the political ideas of the sovereign descends the world. After the ancient Kings had found a state and pacified the world, they always publicized their uniformity and the supreme political authority through producing etiquette and music to commend theirs merits and virtues. In the ancient times, music is not only the symbol of the personified political status and political status, but also is the symbol of political power for various tribes. In ancient society, tribal regime was in a great numbers. In order to get the identification of tribal members, all tribal rulers would produce their own totem music to strengthen their own subjectivity. These totem music looks as the national anthem and national flag of modern society, they are not only the spiritual symbol of the regime for various tribes, but also are the status symbol of ancient emperors. With the continuous intensification of feudal political level consciousness, dance accompanied by music also has been given a guarded level specification consciousness gradually. At more than two thousand years of Chinese feudal society, the music is a symbol of political ethics and is a declaration of the political level consciousness.III. Music is an emotional internalization of political concept. Political communication is not only to convey political concept in terms of its fundament, the particularly important thing is how to move people and reform people in order to internalize political ideas into political identified feelings. If the information content can not infect, move people and convince people, it is invalid finally even if it comes from a high credibility source. Although the ancient ancestors have less theoretical summary on such political communication, they have a profound reorganization on how to gather up the people. As early as the Qin Dynasty, the Confucian scholar Mencius had already recognized that meaningful speech was not as good as the sound of music. The sincere art can sink deep into the hearts of the people and can move people, developing political communication by music can make political sense sink deep into the hearts of the people, and thus internalize political ideas into political identified feelings to achieve a completely convinced political effects. In political communication, the political preaching and indoctrination are not only difficult to germinate political emotion, sometimes it will arouse conflictive and negative psychological emotions. Aesthetic arts have figurative and pleasant nature. Humans naturally do not like hearing the moralization, but they are usually immersed in aesthetic art and emotion. Aesthetic art is corresponding to such natural psychological desires of people. The beautiful pattern can attract people's attention, and a vivid image can leave a distinct impression to the audience and can excite groups'interests and physical resonance to understand rational content in the emotional intuition. In the political communication, if the immature political ideas can be internalized into aesthetic conception and bestowed static noun concept with aesthetic imagery, it will move person's soul, surge person's emotion, produce unique infectivity that the concept judgment and logical argumentation do not have, move people strongly and rapidly, produce physical resonance in audience groups, get emotional purification and spiritual inspiration from spiritual satisfaction and enjoyment, and thus avoid political moralization and thought indoctrination in the political communication, so that political communication can reach the inner-hidden ingenious realm. Although Chinese ancient ancestors did not make explanation on the modern term-aesthetic communication in theoretical meaning, there was indeed predominant inspiration on promoting particular political values and cultivating the political allegiance emotion through the aesthetic pattern of music. As we all know, Confucian culture is often called the music culture. In Confucian political culture, etiquette and music are the most basic forms of governance. The generation of grand unified feudal dynasty paid great attention to the status and role of music in administering state affairs well and ensuring national security, and the more important abstruseness was temperament of the people can be imperceptibly influenced by the music. For ancestors in ancient times, the unique function of the music was that it could unconsciously change people's temperament and the will, such imperceptible and unconscious influence was unique to music education, and was difficult to achieve for other etiquette mechanism moralization and compulsive means of the penal system. As a Confucian classic text, one of the basic meaning of Records of Music is to emphasize on internalizing the patriarchal society's ethical values into aesthetic conception of the music; its purpose is to enable audience to reach a deep internalization on a rational cognition from aesthetic realm through the spirit of aesthetic spiritual inspiration at imperceptible influence of music.As a mode of non-Chinese communication, aesthetic art form such as dance accompanied by music is a very important mode of communication both in ancient Chinese society and in modern human society. Throughout human history and the status of the development of information dissemination, it is not difficult to see that: Regardless of interpersonal communication or mass media, non-Chinese communication and Chinese dissemination are the most basic of human expressions, and have an irreplaceable significance. However, for a long time, people often attach great importance to the research of language communication in research on communication; research of language communication becomes basic subject of communication research. But there is short of due research on non-Chinese communication, thus the research on mass communication exists blind spots on the concept and defects on the theoretical framework. Non-Chinese communication still has a lot of essential characteristics that need to be further explored and made theoretical research, including the inherent laws. Therefore, there is a very important significance of theoretical value to carry out non-Chinese communication research.
