Study On The Cooperation Mechanism Of The Rural Social Service Organization

Chinese rural development is extremely unbalanced. Even in a small administration village area, natural conditions, economic, social and other differences are significant. Involving the questions of rural public goods and services that needed urgently, individuals could not overcome oneself "free-rider" behavior. The market that pursuits profit maximization usually exist "failure", government is also difficult to provide all public services for local conditions. In agricultural production, rural life, peasant rights and interests and other aspects, rural social service organizations could supply social services that peasant need and can afford. Therefore, the rural social service organization is bound to become one of the main bodies to supply rural public goods and services. Then, how to promote rural social service organizations set up? This involves the organization cooperation mechanism.The dissertation begins to study along two main lines. The first line is the comprehensive study of the rural social service organizational theory, involving definition, characteristics, changes, type, role, necessities, and so on. The second line is the study of the cooperation mechanism, involving import, export, the establishment of cooperation, operation principles, the analysis of the cooperation mechanism through the evolution of game, and so on. In the end, the dissertation achieves combination with the theoretical analysis through making a positivist of water user associations. The final end-result and significance of the dissertation is to draw scientific and reasonable conclusions and to propose valuable recommendations to promote the healthy development of the organization.The main conclusions of this study are the following:â‘ The rural social service organization is the rural non-profit organization that provides effective services through the participation of peasant in developing agricultural production, improving rural livelihood, safeguarding the rights and interests of peasant.â‘¡The organization could achieve the task that 'government, market, peasant' could not act well.â‘¢Based on the needs of the public interest, the organization cooperation could describe to provide quasi-public rural goods and services through cooperation. â‘£The cooperation core is how to promote peasant cooperation to achieve. Traditional cooperation values, the emergence of the authority, government supporting and importation of external resources could promote to achieve peasant cooperation.Policy recommendations of the study are the following:â‘ To respect for organization diversity and peasant cooperation pioneering spirit.â‘¡To set up the long-term mechanism to promote the development of the organization through establishing the scientific development concept.â‘¢To mobilize the whole society to care, support and take part in the development of the organization.â‘£Cultural construction can be used as a breakthrough to promote peasant cooperation and the construction of the organization.The innovation of the study maybe exist the following:â‘ For the confusion phenomenon of the rural economic organization and the social service organization, to definite the rural social service organization clearly, and to discuss characteristics, evolution, type, role, purpose and necessities of the organization.â‘¡For the lack of the cooperation mechanism, to reveal the meaning of the cooperation mechanism through import, export, evolution of cooperation.â‘¢To construct one framework of evolution game in analyzing the peasant cooperation. To analyze the peasant cooperation by using replicator dynamics, revealing the four sufficient conditions: traditional values, government supporting, the emergence of the authority, and the importation of external resources. By using the learning dynamic, to analyze the two directions of the cooperation mechanism evolution from the modernization to the tradition and from the traditional to the modernization, and to describe the evolutionary stable strategy (ESS) of the cooperation mechanism.
