Research On The Network Model Construction Of Counter-terrorism Cooperation Among Countries And Strategy Analysis

In recent years,the globalization of terrorist organizations makes the transnational nature of terrorist activities become more and more obvious,regional terrorist forces constitute a major threat to regional security,which increasingly becoming an important issue for policymakers and security experts.In the process of counter-terrorism practice,national leaders have come to realize that different countries should cooperate with each other in order to control the transnational activities of terrorist organizations effectively.Therefore,the study of counter-terrorism cooperation between countries,the analysis the counter-terrorism cooperation network structure and the rules of national behavior selection,and the findings of regularity and influence mechanism are of great importance for understanding the relationship between different countries in counter-terrorism,and for further improving of the counter-terrorism cooperation system among countries.In this thesis,in order to conduct a quantitative study on the construction of counter-terrorism cooperation model and cooperation strategy,the regional counter-terrorism cooperation organization--Shanghai Cooperation Organization(SCO)was chosen as an example.The key problems of the threat of terrorism faced by the SCO countries,the construction and structure of counter-terrorism cooperation networks,the rules of counter-terrorism cooperation between different countries,and the evolution of counter-terrorism cooperation strategies among countries based on network games are deeply studies.The main work and innovation of this thesis are summarized as follows:Firstly,the current research status on the field of counter-terrorism cooperation among countries in China and abroad has been systematically reviewed.Based on the current research results,the concept of counter-terrorism cooperation among countries has been defined.Taken the social network theory and the evolutionary game theory as theoretical tool,and the network analysis and the calculation experiment as technical method,the overall framework of the analysis of counter-terrorism cooperation strategy has been proposed.To study the issue of cooperation between countries from a dynamic perspective,and analyze the emergence and effective maintenance of the complex international cooperation system,which provides a favorable quantitative research tool for the improvement of counter-terrorism cooperation system and the choice of national strategies.Secondly,based on the method of meta-network description,a number of sub-networks have been built to reflect the relationship between terrorism organizations,terrorist threat states,terrorist activities and the basic elements of terrorist activities.Social network analysis method has been used to quantify the structure of these sub-networks,revealed the overall terrorist threat situation in the area of Shanghai Cooperation Organization.The results showed that the alliance of terrorist organizations and the transnational of terrorist activities,have making the terrorist forces active in Central Asia become a common threat facing by different countries,which constitute the basis of strengthening counter-terrorism cooperation.Thirdly,based on the multi-layer network model,the inter-state relations of different dimensions have been integrated into the research of counter-terrorism cooperation relations,such as common terrorism threat,security cooperation and economic trade,and a multi-layered time series network model of counter-terrorism cooperation has been constructed to describe the counter-terrorism cooperation relationship among countries.Then,using the social network measures and the longitudinal network analysis method,the structural characteristics of the counter-terrorism cooperation network of Shanghai Cooperation Organization has been analyzed.Through the analysis,the characteristics of counter-terrorism cooperative relations between different countries,the interaction between different dimension of relations,and their impact on national counter-terrorism cooperation have been revealed.Fourthly,with the help of evolutionary game theory,the rules of country’s strategy in the process of counter-terrorism cooperation have been studied.An evolutionary game model of counter-terrorism cooperation between two countries has been constructed.Then,the evolution dynamic stability of strategy selection as well as the evolutionary path has been analyzed.Combined with the numerical simulation,the impacts of country’s counter-terrorism strength,faced terrorism threaten,the economic interdependence between different countries and the international system supervision on the result of evolution have been demonstrated.Fifthly,combining the cooperative network structure with the game theory,a simulation game model of counter-terrorism cooperation based on network structure has been built.At the same time,the rules of the counter-terrorism cooperation game and the rules of country’s strategy update have also been defined.Taken Shanghai Cooperation Organization as an example,a game experiment has been conducted to examine the influence mechanism of long-term benefits,the external effects among countries,the national strategy and the international system on the counter-terrorism cooperation relations between countries.Eventually,some strategy suggestions on the improvement of counter-terrorism cooperation among countries have been proposed.The Shanghai Cooperation Organization should improve its counter-terrorism cooperation system by bringing into full play the leading roles of China and Russia,highlighting the fulcrum role of India and Pakistan,and promoting counter-terrorism cooperation with economic reliance.Then from the perspective of China,we also discussed some strategies about how to participate effectively in counter-terrorism cooperation within SCO framework.Through the above research,we hope to provide new theoretical basis and quantitative research method for the studying of counter-terrorism cooperation among countries,to provide further understanding of the establishment and changing in counter-terrorism cooperation relations,to provide decision-making basis and for the improvement of counter-terrorism system and national strategy selection,in order to effectively improve the benefits of cooperation among countries in counter-terrorism.
