General education is an education idea and a mode of talent cultivation, which originated from liberal education in ancient Greece and developed well in United States of America. General education was recommended to China in early 20 century but was gradually pressed by vocational education. Since 1980's, with the enforcement of quality-oriented education, general education in our country becomes into a hot spot in higher education research and a lot of relative research was conducted in the field of ideological and political education.From the angle of general education, taking Marxism as the instruction, taking the all-round development of university students as the main line, using the relative methods of ideological and political education, this article has studied the relationship between ideological and political education and general education and the combination of each other. This article first analyzes the new situation of general education. The genealogical system of general education was organized by discussing the concept, nature and object of general education and together with the practice course and content development of general education. The basic situation of general education in our country is analyzed. Then the theories of relationship between ideological and political education and general education are combed as follows: the replacement of ideological and political education by general education, the paralleling of ideological and political education and general education, the merging of ideological and political education into general education and the superposition of ideological and political education and general education. The above-mentioned four relationship theories are analyzed by finding the advantages and pointing out the potential problems. The necessity of the combination of ideological and political education and general education is analyzed: the reform of ideological and political education needing general education, general education embodying the values of ideological and political education, the development of higher education requiring the combination of them. The combination theory indicates that the education logics of ideological and political education and general education are the same, the functions of them complement each other and the content of them infiltrates each other. Ideological and political education and general education can combine together under the guidance of socialist core values. At last, the considerations for the effective combination of ideological and political education and general education are brought out. The reform of ideological and political education must return to human beings. The combination of them in the first class must consider curriculum offering, teaching content and methods. The combination of them in the second class must give play to the cultivation function of the second class and choose appropriate combination spots.
