Ideological and political education is an important aspect of the social practice of human beings. It has been in existence since classes and nations came into being. The essential purpose of ideological and political education is:educators give education to educatees through various means on the subject of politics, ideology, morality, psychology and so on, in order to make the educatees internalize and accept the education and then externalize what they learn in their behavior. This is a process of transformation of the inner conflicts of the individuals who receive the education. It can be divided into five aspects, that is, cognition, emotions, faith, will, and behavior. This process includes two components, internalization and externalization. Only when the individuals are willing to receive the education from outside, and ready to internalize it and integrate it into their cognitive structure, under the support of emotions, faith and will, can they successfully externalize the correct cognition that has been internalized in their good behavior. It can be said that the most important link and predicament in ideological and political education is the transformation from cognition into behavior. If we want to make the ideological and political education more focused and efficient, we have to find the right measures that help overcome this predicament. This paper takes the perspective of Albert Bandura's social cognitive theory. After an introduction and explanation of this theory's core frame and main ideas, about triadic reciprocal determinism, observational and enactive learning, aspects of incentive and perceived self-efficacy, and an analysis of the fundamental features of the transformation from cognition into behavior in ideological and political education, the paper will point out the conformity of the inner logical mechanisms, and explore the measures to help overcome the predicament of the transformation from cognition into behavior. This paper is composed of six parts. The first part is an introduction, covering the background and significance of this paper topic, the current research in the academic circle about the predicament of transformation from cognition into behavior in ideological and political education, and the outline and methodology of this paper. The second part is an explanation of the commensurability of Bandura's social cognitive theory with ideological and political education, in other words, the rationality of borrowing theories from other disciplines to analyze things in the field of ideological and political education. The third part is an introduction of the core frame and main ideas of Bandura's social cognitive theory. The fourth part is an analysis of the fundamental features of the transformation from cognition into behavior in ideological and political education. The fifth part argues for the possibility of using social cognitive theory to solve the predicament of the transformation from cognition into behavior in ideological and political education. On the basis of the above ideas, the sixth part presents my thoughts on the measures of overcoming the predicament of the transformation from cognition into behavior in ideological and political education. The results of this paper can provide a new perspective for the purpose of making the ideological and political education more focused and efficient in the new era.
