Community Governance Under Cultural Network

With the development of urbanization, industrialization and modernization, urb an community presents a highly diversification and neterogeny. Different com-munit ies have formed different relation system, organization system and value syste-m afte r a long-term development, which comprises different cultural networks.Such difference results in discrepancy in communities under the function of cultural network. Based on the concept definition of culture and community culture, this paper re-interprets cultural network in communities. By means of analysis of community governance structure, operation mechanism and governance effect and comparison between community governance in discrepant cultural network, the author finds out that there turns out corresponding different community governance structure, operation mechanism and effects. Qing Yiju community as a representative of administration-oriented governance structure featuring in heterogeous normative system and non-integrated organization system and operation mechanism involving mobilization-based trigger mechanism, affiliated interaction mechanism and administerized maintenance mechanism has a bad effect on cultural construction in community governance. Meanwhile, Bai Duting community as a representative of cooperation-oriented governance structure featuring in common normative system, integrated organization system and beneficial relationship and operation mechanism including trust-based trigger mechanism, coordinated interaction mechanism and habit-based maintenance mechanism presents a comparatively better effect. According to the analysis on community governance in cultural network, combined with proposition on current modernized community governance system and capacity and analysis, Bai Buting is more suitable to the modern requirements of community governance structure and capacity through comparison and analysis.Based on this, some suggestions are given on optimizating the design of cultural network with expectation of improving community governance system and capacity.
