The public governance theory was proposed in the 1970's and has been popular since 1990's. Nowadays, the "less government, more governance" has become a major reform trend of the educational administration system worldwide, while China could not be an exceptional. In the process of public governance in education, the key way is to modify the functionalities of the educational administration. However, the function changes of education sectors under the public governance paradigm is a complex, dynamic development process. For example, the educational administration organizations need to allocate themselves in the correct way so that to be functioning reasonably, and try to avoid those functions that "should not be controlled" or "can not be regulated". As the function carriers, schools and educational social organizations have to develop for themselves and undertake the responsibilities of the functions that transfer out of the hand of the education administration organizations. Only in this way, the strategy of public governance in education sector could be achieved.In China, the county educational administrative organizations play a very important role, which are also the links between the higher and lower educational organizations, while taking the most complex educational administration tasks. Its allocation and functionalities is the key to the success of the entire national education. Therefore, this paper will base on the theory of the public governance, and target for the local county education administrative function changes. We will start from the clarification of some core concepts of a few educational groups, use the analytical tools (PEST) to analyze the current education administrative environment in China, and construct the variable analytical framework in changing the functionalities of local education organizations from public governance paradigm. In this framework, we will pick up three variables such as:educational administration, educational social organizations and schools, through the method of literature research (including the file encoding method), questionnaires, interviews and the other related methods, try to discover the answers for:"What are the current local education organizations doing?" and "How they are doing?", "To what extent that the awareness of the public governance by the local educational organizations?", and "How they are functioning on this, the awareness and ability of the independent development of the schools and social educational organizations?", so as to get a full picture of the systematic educational status and current public governance in China today. After the findings based on the strategic use of SWOT analysis, we will analyze the advantages, disadvantages, opportunities and threats of the local public governance change. Accordingly, we will propose our strategy of the function changes under the condition of the public governance paradigm shift in education, which are four strategic options:"advantage+opportunity", "advantage+threat" and "inferior+opportunity" and "inferior+threat". In each strategy, we will provide a roadmap guided to the function changes in the local education administration. In addition, due to the complexity of the changes in local educational functions, we will focus further on the change process and pay our attention to the three strategic priorities. The first priority is to improve the teaching capability of the government, the local education organizations have to strengthen the self-construction process; The second one is to build up the public education governance, where the government has to take the responsibilities; The third one is that, according to the requirement of the paradigm shift of the public governance, the local education organizations have to deal with the several relations such as:inheritance and innovation, customer response and the administrative responsibility, the international and national education reform, social change and the education reform, educational unity and diversity.
