Currently, the "development of lifelong education, towards the learningsociety", has become the trend of the international community to thedevelopment of education. The CPC18th National Congress proposed "lifelonglearning system, building a learning society", the implementation of lifelongeducation depends on community education as an important part, in order tobuild China into a learning society, also need to vigorously carry out communityeducation. As an all-round, full participation in the object, the entire educationcommunity education includes individuals, families, schools and society, whichwill also enhance the importance of community education has become animportant lifelong education system, building a learning society way. The CPC18th National Congress proposed that "the way to improve public services andstrengthen grass-roots social management and service system, strengthenurban and rural community service functions."Which triggered the author’sthinking, whether can we combine the two parts, in the perspective of public service theory, to explore the development of social work education, thusgenerating a new public service theory in this paper as the basis, the feasibilityof community organizations involved in community education studiesconducted.In this paper, a case study approach to learning city Jing’an DistrictConstruction Association Perspective, literature collection, data collation,collected from various materials, based on the new public service theory, studyof social organization in the community of Jing’an District the role played byeducation. According to research I found that participation in socialorganizations Jing’an District Community Education is facing the followingproblems: social organizations involved in community education did not paysufficient attention to the status quo is not optimistic; number and type ofsocial organization can not meet the needs of the community’s educationaldevelopment; lack of social organization clearly functions involved incommunity education orientation, unclear; regulation of social organization isnot in place, the relationship between the government and social organizationsand other issues ring true. Contents of this paper include the following aspects:firstly, the development perspective of social organizations involved incommunity education, and explore prospects for development of socialorganizations involved in community education and the operating mechanismof how society organizations to play to their strengths, the means by which Secondly, through case studies, namely the city of Jing’an District ConstructionAssociation of Learning research to find practical problems exist in the currentcommunity education, to find the optimal path to promote the development ofcommunity education. Thirdly, lay a solid theoretical foundation for the conceptof community education and development of the theory of integration ofcommunity education. Finally, carry forward the national spirit, promote civicawareness.
