Reaserch On Assessment Of Local Government Performance Based On Balanced Scored Card

The related theories and methods of game theory, economics and technology of modern management theories and methods are employed in this thesis to systematically research on performance appraisal methods of China local government basing on Balanced Scorecard approach. Through the analyses, the reason why there are the game relationships is mainly because the central government is the main assessment body of local governments, that making local government "only face upon" and gaming and bargaining with the Central Government. In order to break this complex game relationship, improved local government performance, we need to perfect the assessment body of local governments. Agent theory and game theory are employed to analyze the local government and other game players. A clear assessment method of performance,360-degree evaluation model is used to determine the main subject of local government. Through learning at native and abroad on the experience of local government performance appraisal, according to the functions of local governments in China, established a Local Government Performance Evaluation Index System of specific markers. The first level indicators basing on the local government responsibilities, and built Balance Scorecard for the first level indicators, and finally 118 indexes as indicators of specific assessment were confirmed. On the basis of performance assessment methods studying, discussed the fuzzy AHP method in performance assessment to determine the weights of all level indicators of local governments, and scoring by experts to determine the assessment criteria of each specific weight. Finally, a clear assessment scoring method was made clear.
