China is in the economic, social and political development and transition period, and it will bring us both opportunities and challenges. These problems of execution——aliasing, biased, weakening and so on, are widespread in many government organizations in china, which has seriously affected these organizations to achieve their objectives and tasks, and to ensure smooth the government decrees. The administrative execution is simply neither leading by example, nor carrying out administrative decrees promptly and fully, but it is actually a complex recognition that is used to solve the problems in the heart of groups and individuals. Therefore, in the final analysis, all these problems are of administrative execution culture in china. This paper starts from the administrative execution of cultural studies, and examines and judges the executing process from an administrative execution culture perspective, then analyzes the complexity of administrative execution culture and explores various ways to improve the administrative execution culture.The administrative execution culture belongs to the field of culture areas, which is an executive concept or an executive mode that is formed by both executive subjects and target groups. And this culture is combined by cultural traditions, beliefs, values, awareness, cognition, motivation, attitudes, moralities, habits, which affects the implementation of decisions, the executing process, the executive strength and validity. The role of administrative execution culture is to make the actors from their hearts change their behaviors and identify useful executive concept and model, so as to make the greatest efforts to enhance governmental executive ability.1. Analysis of the status of china's administrative execution in the culture With the gradual deepening of reform and opening up, the original administrative execution is facing multiple challenges in transition. Both the environment and resources of execution, and the subjects, system and process of execution, have a lot of problems which stem from the inherent impact of execution culture, not from external factors such as the shortage of resources, poor environment.The administrative execution culture not only was born in the process of administrative execution, but also has a great counter-productive to this execution after generating a series of cultural elements such as stable cultural awareness and cultural value orientation etc. The current situations of china's administrative execution in the culture are as follows: the traditional administrative execution culture has a strong stability; and it shows an inertial movement with the nature of internal control and self-made; the faith of executive subjects and target groups is generally at a loss; some executive subjects put money and performance as their value orientation, their values are distorted, the values of the executive target groups is also in a wide range of contradictions and confusion; the individual consciousness of the executive subjects have strong sense of individual and weak public awareness, in addition, they also lack awareness of service; they don't have collective vision, and tend to put "power" and "money" as the execution of points of interest, their aspirations to execute is often distorted by various interests, and is contrary to the original value of the execution; their attitudes are not correct, mainly as "formalism"; they don't follow the standards and norms of public morality in the administrative process, and are immoral, corruption is both serious and various of forms; the executive subjects'bureaucratic habits of thinking have been not only their expression in the administrative process, but also the recognized and dynamic performance for target groups.Although the characteristics of administrative execution culture such as traditions, beliefs, values, consciousness, motivation, attitude, morality, habits and so on, are different in today's china, they show some common difficulties, that is, a conflict between conservative and innovation, the contradiction between traditional thinking with modern spirit, the mixed interaction between local culture and foreign culture, the interaction between mainstream culture and non-mainstream culture.2. Trace the origin of china's administrative execution of cultural predicamentsOne of the reasons for cultural predicaments is that the traditional administrative execution depends on its path. The traditional administrative execution culture has the historical features, such as leadership, all-powerful, arbitrary, conservative, closed, and pan-political and pan-ethical cultural nature and so on. Culture with traditional features can fix people's thinking, this inertial forces may continue to make this way of thinking "self-reinforcing", make many other more effective ways and means ignored, and firmly follow the old rules and methods, its historical inertia are as follows: the upward inertia of executive power, the formal inertia of execution system, the non-technical inertia of executing process, and the negative inertia of executive attitude.The second reason for cultural predicaments is that western administrative execution culture is strongly embedded. In the west, the accumulated culture and system in the long historical process determines many characteristics of their current administrative execution culture which include people-oriented, checks and balances, prohibition, technicality, interestedness and so on. Because these cultural characteristics has been continuously embedded in china in the hundred years, they are undergoing Chinese-style changes with the characteristics of western culture, which includes changing from the original awareness of executive subjects to citizenship and utilitarianism; they are changing from a single power means to the means of mixed such as legal, ethics, ethical, economic and technological, and others.The third reason for cultural predicaments is that eastern administrative execution culture is modern and evolutionary. This cultural evolution of the administrative execution is affected by historical, western and real culture which it shows multiple transforming characteristics, as follows: the blend of flexibility and diversity; the blend of autocracy and democracy; the blend of pan-politicized, ethics and market-oriented; and the blend of control and the service. Social environment changing rapidly makes all various cultural demands such as the rule of law, contract, democracy, services, open, independent, professional, efficiency, etc.3. Analysis of china's administrative executive path in cultural developmentTo build a strong administrative execution culture, we need observe from three cultural perspectives, that is, a vision of execution at a macro-level, a system of execution at a middle-level and the executive personnel at a micro-level.At a macro-level, in order to enhance people-oriented belief of execution, we should try to reflect the global and forward-looking when we choice the executive goals and make a plan, and should follow the objective principle of people-based development; we should form the value of execution of equality of opportunity by promoting a broad participation of citizens; and form the executive concept of rule of laws that is different from rule of man, further improve the legal system and induce the legal awareness.At a middle-level, we should enhance the sense of service of administrative staff by strengthening the innovation, publicity and supervision of management systems and social systems; the simple means of power develop into the mixed means such as technical, professional and legal means, the cognition is changed by the chosen means, then further strengthen the executive professional standards through changing its cognition; the construction of executive morals must be adopted to establish and improve the legal and administrative mechanisms so as to ensure the morality of execution playing the role of supervision and guidance in the whole process.At a micro-level, we should weaken the interest-oriented motivation of executive subjects by building a shared vision; enhance the responsible motivation of executive subjects; correct their negative state of mind by pressure and foster their aggressive state of mind by emotion; ensure the continuing enterprising spirit in the process of execution; cultivate their high-performance habits by establishing and improving the supervision and restraint mechanisms, the metabolic mechanisms, and the performance evaluation mechanisms.4. Remodeling the administrative execution culture under the trend of e-government.Modern Information Technology, especially the widespread popularity and application of network technology, will take us into the Internet age and e-government era. Virtual e-government has to establish a streamlined, efficient, honest, fair mode of operation in our government. The establishment and development of this mode will continue to give a promotion to the reshaping and updating of administrative execution culture, as follows: reshape the efficiency concepts of executive subjects, reshape their honest behaviors, reshape their senses of service, reshape their responsible attitudes, reshape their cost habits, reshape their collaborative recognition and innovative ideas and so on. The developmental direction of administrative execution culture is that reshapes and updates this culture in the trend of e-government development.The administrative execution problems are common in all levels of governmental organizations in china, which may lead to many restrictive consequences. If out of the executive difficulties and of improving government's executive ability, the key lies in the strength of endogenous——the construction of the execution culture. Because this culture is the "motivation of thinking" of administrative execution, the goals of cultural transformation of administrative execution must be in line with China's national conditions. That is, the building process of this culture is not only the process of gradual growth and accumulation of new cultural characteristics, but also the process of gradually being replaced of old cultural characteristics; it is not only an evolutionary process such as substitution, transformation and transaction, but a long interest game process.
