Execution of government is the important guarantee to ensure smooth realization comprehensive construction affluent society, it is the key driver to implement Xi general secretary’s concept, it is also a main path to achieve the “China dream”. Since 2006 our country enhance the government execution force as an important content of government work, strongly suggests the reality urgency of grassroots government at various levels improve execution. President Hu Jintao in the 17 th report put forward ”enhance national cultural soft power” as the chief political strategy, clear it’s strong position in the development of our country’s political culture, that has the very vital significance of develop Chinese characteristics socialism and enhance the comprehensive national strength of the Chinese nation. The eighteenth big report point out that: “innovation management style, improve the government credibility and execution”, visible, enhance the government execution is also necessary measure in the process of the construction of a service-oriented government. At present, the government execution weakening of public administration has become a big problem. Therefore, in view of the problem of government execution insufficient, administrative culture as “soft power” has the vital role to improve grass-roots government execution.This paper first introduces the research background and significance, research status at home and abroad are summarized, and the importance of this paper studies; Secondly, an overview of the administration culture and basic-level government execution of related theory, introduces the connotation and evaluation standard of basic-level government execution, to review of administrative culture connotation and function, is introduced in this paper, the theory basis for collective action theory, principal-agent theory. And theoretical basis for further study of the administrative culture and the inner link to promote the basic-level government execution force, emphasis on strengthening the construction of basic-level government execution of our country in various fields of the necessary role, from the government execution performance of several aspects in detail elaborated the positive administrative culture to enhance the influence of the basic-level government execution and negative administrative culture’s influence on the basic-level government execution, then improve the negative factors restricting the basic-level government execution reasons are analyzed, and put forward to strengthen the construction of administrative culture to promote the implementation of grassroots government advice,this article put forward to extend the administrative cultural horizon, speed up the basic-level government execution; Establish justice democracy of administrative culture, toavoid government implementation deviation; Building a service-oriented administrative culture, strengthen the consciousness of basic-level government execution; Construction of long-term mechanism of administrative culture, promote the basic-level government execution efficiency.
