Diversity of national social welfare development, making the non-profit organization has developed rapidly. However, the financial crisis and the government debt burden continues to increase, the economy is sluggish, with a rapidly changing social values under the influence of non-profit organizations are facing the same competition, the difficulty in obtaining resources and long-term survival of the pressure development is limited, indicating non-profit organizations through the management tools needed, attach importance to the mission, objectives and performance in order to maintain the organization's sustainable development. However, previous management of the domestic non-profit organizations related to academic research is focus on religion or the general public welfare non-profit organizations, and the lack of perspective of the whole, complete, non-profit organization of business management strategies. Researchers based on practical experience and motivation to apply their knowledge, hoping for the professional management of nonprofit organizations for a comprehensive in-depth discussions, industry, government and academic communities for reference.Society of Civil Engineers is a civil engineer with the practice of the corporation aggregate composed of qualified organizations, both business services and non-profit professional organization of double character. By Barney, JB (1999) CORPS pattern classification, belongs to professional non-profit organization, in addition to the core of decision-making (Decision Core) the composition of the elements, the same also in the participants (Participants), business (Operations) and services provided (Services) above. Decision-making core of the professional, referring to the non-profit organization is a full-time staff or volunteers, through their professional, ideal and passion to lead. These professional staff and volunteers are also major participants, their professionalism through operational procedures within the organization to provide professional services to a specific object. The so-called "professional", in fact, means "knowledge-intensive." Therefore, an important professional characteristics of non-profit organization, is a knowledge-based organization. However, the restrictions in the external statutory policy and identification of business competition, coupled with the electoral system and the Association to enhance the quality of the urgent human needs, Society of Civil Engineers have to face a critical transition point. Civil Engineers Act is to protect the civil engineer's parent, but in all conflicts of interest, let deep roots protect the interests of civil engineers source of law practice, has not successfully legislate. There is no law under the protection of civil engineers, business competition with competitors, so that Civil Engineers Association, more dangerous environment. The internal organization due to business conflicts of interest, often results in association cage off election to become people who are interested Society resources. In this thesis, Barney, JB (1999) CORPS non-profit organization management model for the study based on the concept of the CORPS is a combination of human resources (P), financial resources and material resources (R), through a number of organized activities (O), to create some of the valuable services (S), to serve the community in some people (C). However, the methodology CORPS organization and management model, emphasizing a one-way flow of the organization, joined in this studyâ…¢Fusion German Fraunhofer IAO service development processes SEE (Service Experience Engineering, SEE) Services Experience Engineering ways to enhance service experience concept, joined the SEE concept, the traditional non-profit management model emphasizes CORPS P (participants) participants, R (resources) financial resources for a single starting point, transforming into a service-oriented customer (Client) and services (Service) as the core two-way management model management framework, integrated service experience engineering methods (Service Experience Engineering, SEE), and Barney, JB (1999) proposed a non-profit management CORPS, we define as SEE-CORPS model, a better grasp of customer service demand, thus promoting the development of strategic planning. Zhongshan is created by the Japanese scientists and (Nakayama Masakazu) proposed by NM law professors to integrate the two modes. To enable schema validation of its utility, select the case study, select the Taiwan Society of Civil Engineers as an object of study to explore the problems currently faced by the case and the Association may adopt the business model. In the study, according to the Association of SEE-CORPS model for the policy recommendations include:(1) Society of resources:to reduce expenditure plans, including plans to promote the county and city governments, to fight for government resources.(2) Member parts:strengthening the interaction between members of the exchange, and promoting an academic cooperation program.(3) conference Reform:Establishing an open and transparent election, with the poor in business against competition.(4) government units:the unit of government proposals, in addition to promoting the implementation of Civil Engineers Act, and unfair laws to improve the policy, and improve the quality of the main demands of domestic engineering. In the follow-up research proposals, and also raised issues for the marketing and human resources of innovation some suggestions for follow-up to professional researchers in the management of nonprofit organizations on the issue of new research directions.
