The governments all over the world are trying to improve their capabities in social service. In the past decades, more and more governments have found that social service can not be provided only by their own and that for some service, the market and the society can make help. The non-profit organizations, the new forces in social service, are becoming partners of governments for social service in these years.Lessons from China, governments reliance on the non-profit organizations to deliver social service is a widespread, and growing, practice in cities throughout the country, in the past 33 year's of reform and opening-up. Through government support and market development, non-profit organizations in China vary for greatly in social service participation.But people get to know the significance of the participation rather than the conceptual framework building. Though many terms about participation are interspersed in various literatures, there is little agreement on what participation means at all. And most of scholars have shied away from theory-building explorations. Under this condition, this dissertation discusses the strategic study of the participation among non-profit organizations and governments in social service.The discussion in the dissertation falls into four major parts. Partâ… offers an overview of the relevant theories in the study of non-profit organizations and social service. Against the backdrop, Partâ…¡then examines in more detail the experience of SSCYC(Shanghai Sunshine Community-Youth Affairs Centre) with NPO-government participation with respect to social service supply. And then, based on these experiences, the third part figure out what influence the participation and then points out the weakness of the participation. Finally, Part IV offers some suggestions for the Government of China, based on some conceptual models of NPO-government participation.
