Key development within university is to realize unbalanced allocation of public recourses within university according to the exterior environment and the characters in the process of administration. It is an organizational behavior, which gives priority to some sectors in order to achieve a certain organizational objects. Key development of University is an organizational behavior of university as well as a management strategy for resources allocation, which includes public works projects, disciplinary construction, key projects construction and talented person construction.The last ten years and more have seen profound changes of China's universities. The interior and exterior environment, organizational structures, organizational missions, organizational culture of universities become more and more complex. Universities have to prove their rationality of existence by effectively responding the outside requirements so as to survive and grow. Universities at home are facing two resources circumstances which appear to be contradictory. On one side, under government and market mechanism, universities have obtained more resources than they used to have. On the other side, due to the increasing cost and the unlimited objects of university organizations, organizations with universities are lack of resources. Resources constraint is the key restriction factor for university development. "Lack of resources exerts a dominative function in making decisions." Generally speaking, universities usually adjust to the outside changes by making inside adjustment, which includes adjust missions, structures, and strategic objects. Universities have to work out priorities about their missions to ensure that the important requirements can be satisfied first. Moreover, universities'management behaviors should accord with the logic and value pursuit of their development. Therefore, universities should ascertain keystones of development, allocate deficient resources rationally. Key development within university is a rational behavior for university organization development. It is also a strategy to deal with outside requirement and competitive pressures among universities.Key development within university is an organizational behavior on university level. It involves allocation of large amount of public resources, which to some extent, reflects the values of university organizational objects and decision-making mechanism as well as institutional environment of members'actions within the university organizations. The characteristics of university organizational behavior are: the behavior main body is university organization; it is an organizational behavior on university level; the essence is the unbalanced allocation of public resources within university; the behavior mechanism is administration mechanism; it is started from top-level design and driven by university administration, its value of actions is efficiency priority and performance, its object is to achieve specific objects for university organization. There are three main type of key development:key developments guided by university organization objects, guided by intellectual innovation, and guided by discipline development.Key development within university forms incentive effect, elite effect, keystone effect within university organization. It leads to inside division, that is, the personnel division, discipline division, and power division. In practice, there are justice issue, benefit issue, value issue and system issue in key development within university. To improve key development within university, it is needed to first analyze the mechanism and influential factors of key development within university. Analysis can be conducted in two dimensions:on is the dimension of people in university organization—individuals, group, and organization; the other is the dimension of structure factor—organization drive, organization structure, organization decision and organization culture.In terms of the motives of organization behavior, the motive of key development within university comes from validity mechanism, that is, key development within university is the requirement of interior and exterior environment of the university organization, and a rational behavior adopted to get political, social and internal validity. On the other hand, another motive of key development within university is competition mechanism, which is to carry out competition of validity and the talent resources within the system of higher education. In the university organization, the motives and resistance of key development within university comes from the differences of different group requirements, status, interests and attitudes. In the decision-making process, due to the characteristics of resources cycle and power cycle, the units, groups and individuals that have more resources also have more power, which strengthens their ability of obtaining more public resources in key development within university. Making decisions in key development within university is a political process as well as a interests negotiation process, which consists organizational and political activities such as offer and counteroffer, persuading, and rent-seeking. In terms of organization structure, the management structure of university organization, and academic organization structure exert impact on key development within university. The division and conformity of these two organization structures require adjustment of organization behaviors. In terms of organization culture, the university organization culture potentially determines the values, manners of key development within university. Among them, culture of management, academy and organization contradict with each other. Key development within university must take these culture factors into consideration to carry out culture conformity.Keeping the influential factors in mind, we should focus on the outside environment, people in university organizations, and organization decision-making, structure, and culture that closely connected with university organization behavior so as to improve strategies. As to strategies of resources allocation, the author pointed that university should integrate administrative mechanism, culture mechanism and market competition mechanism to set up resources allocation mechanism accommodated with the missions and values of university. University public resources allocation should be guided by intellectual innovation. It is advised that resources allocation mechanism should be established to encourage innovation. Measures should be taken to fund independent innovation within university, to allocate resources in intellectual innovation. Performance in the past should not be the criteria of resources allocation. The ensuring function of university public resources should play a role. In academic construction, under the premise of performance as criteria, it is required to balance and ensure the basic developmental demand, to prevent excessive discipline division. System of delivering one's interests in making decisions, and open and steady budget system should be established to ensure the justness of decision making. Reform of organization structure and management mechanism should be explored to remove structural obstacles in key development within university. Unrelated interest person review system of key development projects should be formed to avoid academic dignitary, administrative monopoly so as to build a good academic environment.This paper focused on the structure and incentive mechanism of university organization and the organization behavior based on them by studying a specific organizationl behavior. Through the analysis of a typical university organization behavior, the paper found out factors that influenced university organization behavior, and the way of analyzing university organization, which are helpful in understanding university organization behavior in university development, and the developmental tendency of organization behavior, management style, and organization culture so as to better understand the law of university organization and academic development. It also provided a new perspective of designing organization system to promote the development of university organization.
