Compulsory education,as a national unified implementation education all school-age children and adolescents must accept,is the cornerstone of the entire education,and also a powerful booster of human survival and development.Over the past nearly 40 years since the reform and opening-up,China's economy has developed rapidly.With the rapid development of the economy,our country compulsory education made a great progress,which benefits all the people.However,there exists serious provincial imbalance,urban-rural imbalance and intercollegiate imbalance.Among them,urban-rural imbalance is the most worthy of attention,which restricts the rural education development and affects the construction of the harmonious society.In recent years,the party and the country have attached great importance to the problems of unbalanced development between urban and rural areas existing in the compulsory education stage.They have actively introduced policies to support the development of rural compulsory education,and have gradually increased the support for rural compulsory education.However,due to the influence of various factors,urban and rural compulsory education still exists obvious imbalance in resource allocation in our country,which is still in front of us.It is unfavorable to whether the the improvement of rural compulsory education quality or the all-round development of rural children when urban and rural compulsory education resources are unevenly distributed.If this inequality conditions continue to deteriorate,it can cause even more damage,such as education unfair problems highlighted increasingly,and hindered seriously the process of the construction of harmonious society.Based on this,it is an important topic in today's society to study on how education resources allocate in urban and rural compulsory education and to analyze the cause why urban and rural compulsory education resources allocation is not balanced,which has a strong theoretical and practical significance.So it is the conception of this paper,and the research content is divided into five chapters in this paper.The first chapter,introduction.This chapter mainly introduces the research work,which has framing function.The second chapter,review of the related concepts and theories.This chapter is mainly to define the related concepts of compulsory education,and to state the related theory,which lays a theoretical foundation to the following research.The third chapter,the unbalanced allocation condition analysis of the urban and rural compulsory education resources.This chapter is the key part of the thesis,mainly studying the imbalanced allocation condition from the financial resources,material resources and human resources.The result shows that during the 12 th Five-Year-Plan,much great achievements had been made in the urban and rural compulsory education resources allocation,with the increase of educational funds,the improvement of the school environment and advancement of the faculty quality.Especially in rural schools,education resources have achieved more positive results.However,there is still a large gap between urban and rural compulsory education resources in China,which means the two areas are still in a state of disequilibrium configuration.Unbalanced condition of financial resources has a deteriorated trend,the unbalanced condition of material resources is relatively serious,and the unbalanced situation of human resources is not optimistic.The fourth chapter,the influencing factors analysis of unbalanced allocation in urban and rural compulsory education resources.This chapter mainly adopts the method of theoretical combined with empirical research and qualitative combined with quantitative to study the factors.First,financial system,urban and rural dual structure,urban and rural economic development gap,education development policy and “key school policy” five factors are for qualitative analysis in theory,and then the method of path analysis is used to study influence factors for quantitative research.This is another core part of this article.The result shows: in the non-equilibrium allocation of the urban and rural compulsory education resources,financial system and the dual structure of urban and rural areas are the root reason,the economic development gap between the two areas is the important reason,and the educational policy is the basic reason.It is not obvious that fiscal money tilts towards the countryside,and financial input does not really translate to the material and human resources.The fifth chapter,the conclusions and policy recommendations.This chapter summarizes mainly research results of this article.According to the results of the study,this paper put forward with some feasible policy suggestions.
