As a cultural phenomenon, gender culture impacts on people's ideological mode and behavior choice. It can be divided into advancedness and backwardness. Advanced gender culture can promote people's development while the backward one is a kind of shackle to the development on both the individual and the society. The current rural gender culture not only restricts the rural women's liberation and development, but forms the fetters on the male in many aspects, and even seriously hinders the process to build up the harmonious countryside. As a national public power organ, the government takes on the responsibility and the duty of enhancing the gain on the universal interest of all the members. Therefore the government has the unshirkable responsibility of reconstructing the rural gender culture.The study which the government reconstructs the rural gender culture is based on the two basic premise judgments:the first is that the gender culture is the constructed product by the multiple social mechanisms including the government, and the second is the government has the responsibility and the ability to impel the reconstructing the rural gender culture. Based on the two judgments, the paper's research thoughts is the fact description, the reason analysis, the value analysis and norm analysis, namely, the status quo of the rural gender culture, how the gender culture is constructed, why the government needs to reconstruct the rural gender culture, how the government reconstructs the rural gender culture. According to the thoughts, the arrangement to the concrete content is as follows:The introduction mainly introduces such many questions as the research problem, the research significance, the literature review, the core concept, the theory resources, the research thoughts, the research method, etc.The first chapter describes the status quo of the current rural gender culture. The universality of the gender culture in existence mode and the domain makes it impossible to investigate and describe it in detail. In view to the fact that it still has no authoritative and consensual indicators system on gender culture up to now, and the limit of the author's investigation resources, here, the author has an incomplete outlining and description to the current rural gender culture, by just choosing such three domains as the daily life, the participation in village governance and the labor employment, selecting some samples in every domain, and through the investigation to S county and related existing literature materials. Its core is the amphoteric status relations on the idea and realistic stratification in the selective domains.The second chapter analyses the construction mechanism to the rural gender culture. The government and the market are both the two basic mechanisms to the resources deployment today and the two uppermost constructing mechanisms to the gender status. Generally speaking, the area with the less influence from the government and the market is the one with the bigger influence from the traditional custom. During the current construction to the rural gender culture, the influence from the traditional custom even surpasses that from the government and the market. The constructing significance of the generalized education mechanism to gender culture including the family, the school and the media lies in that it has significant influence on the construction, the dissemination, the transmission, the infiltration and the approval to gender culture in the idea stratification. In view of this, the paper here sets up an analysis frame of the construction mechanism to gender culture made up of by such four dimensions as the government, the market, the custom and the education. Meanwhile, the current rural gender culture is affected greatly by the traditional one and, to a great extent are its continuity, return and transformation. So the paper merges the effect of the traditional gender culture into the analysis to the construction mechanism of the current rural gender culture.The third chapter analyses the necessity and the possibility of the government to reconstruct the rural gender culture. The government is the significant mechanism to construct the gender culture and plays an important role on the construction, the maintenance and the reconstruction of gender culture. Now, the change of the current realistic environment provides both the necessity and the possibility of the government to reconstruct the rural gender culture. The possibility is the key point in the chapter. The paper believes that the awakening of the women's subject consciousness provides the basic propelling force for the reconstructing to gender culture, and the compatibility with the currently national whole strategically target makes the government be willing to impel the reconstruction to the rural gender culture, moreover the change of the government's governance mode, to some extent, changes, expands and promotes the government's way and the ability to reconstruct the rural gender culture.The fourth chapter discusses the government's behavioral system to reconstruct the rural gender culture. In the system, recognizing women's peculiar value is its ideological foundation, realizing the gender equality is its value goal, the cooperation governance network with the government as a leading role is its organization carrier, and integrating gender consciousness into the mainstream of policy-making is functional way. Moreover, the actions with the aim at the constructing mechanism namely the policy, the market, the custom and the education are its concrete path.The conclusion briefly summarizes the major points, generalizes the innovations and points out the shortage and the regret in the research process.
