Compare with many other countries, Australia higher education started relatively late, however, it develop very fast. They began to develop their own independent education system after World Warâ…¡. After the 60s of the 20th century, higher education entered a relatively fast development period. Later, Australia's higher education began to develop rapidly. In the late 80s of the 20th century the size and number of higher education increased dramatically, it entered a popular period. In every stage of higher education development, the federal government's policies have played a crucial role. Federal government treated higher education as an important force of macroeconomic reforms and economic prosperity; and has become a major policy makers and advocate leader of higher education system. This thesis is about the development of Australia higher education policy studies after World Warâ…¡. Analyze policy text in different stages, try to find out the impact of the structure and functions given by Australian higher education system to the whole higher education system. Also the relationship among government, universities, and market in the development of higher education was concerned.This study includes the following sections.The first part is introduction; mainly introduce the reason for choosing this topic, the main concepts of thesis and research stages were defined. Describe related research results at home and abroad, introduce the main methods used and innovation in this study and state the main research content of the framework.The second part is the main content of the paper, the Australian higher education policy development with time as the order are divided into four chapters described.Chapter one: From the Second World War to the late 60s of 20th century is a rapid development period of higher education in Australia; dual system was also establishment in this period. The federal government set up various committees for research all aspects of the third education, policies have been introduced. This chapter focuses on the three reports which have a significant impact on establishment of the higher education system.Chapter Two: From the early 70s to the late 80s of 20th century, there have been many problems in the development of higher education; the federal government issued a series of policies aimed at adjustment. First of all, "Kang Gan Report" was released, and Technical and Further Education College was established which not only highly impacted vocational education in Australia, but also the overall development of third education. In the 80s of 20th century, Dawkins reform released two Higher Education Policy reports which become milestones in Australia's higher education reform. Many higher education institutions began to merge; the federal government's way of financial assistance also began to change. Later the Federal Government's "Higher Education Contribution Scheme"made the reform further and concrete.Chapter Three: From the early 90s to the late 90s of the 20th century, Federal government's policy focused on quality of higher education. They set up a variety of quality assurance agencies, and introduced a lot about the quality assurance policies, such as "Higher Education: quality and diversity in the 90s "," The overseas student educates service Act,""Knowledge and Innovation: research and research training policy "and so on. These played an important role in quality assurance and development of higher education in Australia.Chapter Four: Discussing the development of Australia Higher Education in the 21st century. Mainly analyze, "Our University - support Australian future, ""future - for the Action Plan for Higher Education in the information economy,"describe the challenges Higher Education in Australia was facing, and relevant coping strategies after the global economic crisis.The third part is the chapter five and the concluding part, The chapter five analyze the main factors influence the Australian higher education policy in the chapter five. First, It describe globalization, economic theory, international organizations and UK external factors. Seconedly, It analyze the evolvement of Australian Federal Government's role, changes in the functions of higher education, the Australian higher education market and other internal factors. In the concluding part, summarize the features of the Australian higher education policy, analyze some questions that require further thinking about the Australian higher education policy.
