To use the related theory and methods of modern management, system theory, educational evaluation, statistics and combine theoretical and empirical research methods, landscape comparing and portrait analyzing method, this paper analyzes the development of provincial education in China from the following aspects: colligation assessment of element and higher education, evaluation of educational attainment equality, exploration of the statistical characteristic about the educational system and international comparision about some important education indicators.Firstly, taking CIPP as conceptual model, this paper constructs a regional education indicators system which is based on comparing domestic-abroad education indicator systems. This paper validates the dimension of indicator system, filters the feasible indicators and counts the weight of indicators by using PLS-SEM. It also confirms a regional education indicator system which can apply to empirical research. This paper constructs a colligation assessment model according to multitable analyzing method which is devised by C. Guinot et al, sorts and compares the development of provincial element and higher education in China. This paper summarizes the condition and characteristic of provincial element and higher education development by using clustering method. Simultaneously, it inspects Jiangsu's location among 31 provinces in China.Second, this paper measures educational attainment equality from 1982 to 2008 about Jiangsu and other provinces in China by using education Gini index. It decomposes the index to explore the main factors which has a great influence on the educational equality. The outcome showed that educational attainment equality was stepwisely improving along with average schooling year increased; development was the first influence factor which effect educational attainment equality, and the second was gender.Thirdly, this paper constructs a Chinese partial least squares structural equation model of educational indicator depending on UNESCO's world indicator system framework. It concludes valuable empirical outcomes by using the Chinese PLS-SEM to analyze provincial statistical characteristic of element and higher education indicator.Finally, it engages in the international comparison by choosing three species indictors (finance, enrollment ratio and output). The results show the proportion of educational finance in China is very low. The enroll ratio of pre-primary and upper secondary education still drops behind developing countries, even though the gross enrollment ratio of primary and lower secondary education corresponds to developed countries, and the gross enrollment ratio of tertiary education catches up with or surpasses developing countries. The adult literacy rate surpasses developing countries and corresponds to developed countries, and the educational index exceeds the international average level and corresponds to middle income countries'average level except Thailand and Brazil. The average level of the year schooling and educational equality drops behind developed countries, and it also drops behind Thailand which is at the same developing level with China.Countermeasure and advice are brought forward according to the empirical conclusions: The regional educational evaluation plays a great role on the development of regional education. The research on the educational indicators should be emphasized, and the database of education indicators should be established. The educational policy evaluation should be drawn into so that the scientific level of educational decision-making can be improved. The educational accountability mechanism should be founded in order to guarantee the regional education priority. Three stragem should be actualized to step up the level of Jiangsu's education.
