Since the introduction of sustainable development theory, it has been widely recognized by countries in the world. Sustainable development is a development model based on the coordinated development among population, economy, resources and environment. Its purpose is not only to meet the needs of contemporary people, but also not to constitute a hazard to the development of future generations. In China, the Seventeenth Party Congress explicitly put forward the sustainable development as the core of the scientific concept of development, which will change China's current development mode of high pollution and high energy consumption, and will has important significance by achieve overall development on economic and social.Since the implementation of the family planning policy, to control our increasing population has always been our primary objective of the government population policy. As the highlights of the growing contradiction among the population system, economic system and the resources and the environment, our existing population and socio-economic development strategy need an urgent adjustment. Based on the perspective of the population security, research on the coordinated development of economy, resources and environment issues, is the specific performance of population and socio-economic development strategy based on people-centered scientific concept of development.This article is divided into seven chapters. It uses the system theory to demonstrate the coordinated development of China's population, economy, resources and environment, and build evaluation index system of coordinated development among population, economy and environment for Dalian City. The full-text includes the following content:First, we make clear the definition of the concept of population security and the theoretical meaning. This article research the coordinated development relationship among population, economy, resources and environment from the perspective of population security. Population security is not only refers to a steady state within the population system, but also means a steady state between the population system and the economic and social systems, or whether the population will affect the security of sustainable development of economic and social. It should include two aspects, one is the security within population system, and the other is the security among systems. Security within the population system means coordination and balance among various elements, which mainly include the appropriate size of the population and improving population quality, equitable and balanced population structure and population distribution. Security among systems means the main factor in the population system as a social insecurity caused security issues of the other systems. The major contents include ecological security, cultural security, technology security, economic security, information security, military security and other issues involving the development of number of factors of a country or a region, which is the expansion content of the concept of security.Secondly, we analyze the relationship between the systems of China's population, economy, resources and environment, use system theory and modern system theory and method. This article will break down the population system into different sub-systems, respectively from the perspective of the quantity, the age structure, the sex structure, the culture structure and the rural and urban distribution of population, and analyze the interaction mechanism between systems of economic, resources and environment. It demonstrates to mutual promotion and coordinated development choice of population, economic, resources and environment with the theoretical analysis and empirical method as regression analysis, cointegration test, cluster analysis, statistical and quantitative analysis.The third, building evaluation index system of coordinated development among population, economy and environment. This article was constructed evaluation index system on the basis of a comprehensive analysis of demographic state in Dalian City. Firstly, It analyze the population state of Dalian City from population quantity, population structure and other aspects of the development of employment status and trends. On this basis, building evaluation index system of coordinated development among population, economy and environment, and test the situation in Dalian City. This article uses the method of multi-index comprehensive evaluation index system, using the AHP method to determine the weight of each layer which designed by target layer, rule layer, function layer and the factor layers. Target layer in which the security level of the population value of comprehensive evaluation; rule layer, including population elements systems and population support systems, reflecting the two different angles as within the population system and among the systems; functional layers, including four sub-systems in demographic factors, such as quantity, quality, structure and distribution of population and five sub-systems in population support systems, such as population with economy, society, resources, environment and the other and general the different aspects of the system relationship in and among the systems; factors, including the function layer sub-layer corresponding to factors of 31 indicators, describes the security status of the population of the major factors.Finally, by principal component analysis, we obtained the main reason affect the coordinated development situation in Dalian City. Economic factors is the dominant factor leading the higher level of security, and higher levels of economic development is the basis to enhance the security level of the regional population; educational factors affecting the security level of population importantly, the average education level is higher in Dalian City make the advantage in human resources; population distribution restricted to some extent the security level of population, the net inflow increased rapidly in population resulting the reduction in capita ownership of resources; environmental factors in Dalian City has obvious advantages; in the population quantity and structure factors, the modest population is an important guarantee for the population security, and aging problem has emerged, but not too serious.According to the study and analysis, the main point and conclusions of this article are the following:1. As the population impact of economic and social development as an important factor, population security has also been used as a non-traditional security concept into the modern areas of general security, but also a system of large population concept, its essence is to emphasize the coordination of sustainable development. Economic growth is critical to the development as the core elements of the process, but development should not only is the increasing capita income, but also more equitable education and employment opportunities, greater gender equality, better health and nutrition, more sustainable natural environment, more equitable justice and legal system, a wider range of civil and political freedoms, more abundant cultural life. Thus, the development of population security is both a security issue, and a safe development.2. It clearly defines the concept of population security according to the definition of the academic population of more consistent view. The so-called security of population is a country or region's comprehensive strength and security problems are not damaged due to the population problems, and avoid or defuse the localized or global crises in population. Its contents include a country or region's population factors, such as the quantity, quality, structure, distribution and migration of population are consistent with the resources and environment carrying capacity and to adapt development requirements of economic and social development level, to achieve sustainable development and comprehensive human development.3. Empirical data in Chinese showed that China's population, economy, and environmental systems showing a long-term dynamic balanced relationship. Although in short term among the three systems there is still a degree of contradiction, but in the long run, as long as adhering the sustainable economic development and improving the national science education standards, enhancing national awareness of environmental protection, we can achieve the coordinated development among population, economic and environment, thus achieving a comprehensive security status of the population.4. By establishing the evaluation index system of coordinated development among population, economy and environment, and to evaluate the situation of Dalian City, we can concluded that the overall security situation of the population in Dalian City is better than the national average level, but its state of development is not balanced. The scores of quantity and quality of population, relationships between population and economy, population and environment and other subsystems in this index system are higher, but not uniform in distribution of population, because the net immigration of population is too more; population is not coordinate enough with social factors, the minimum guaranteed participants is still too low; the ownership of resource per capita is still low, particularly the ownership of water resources per capita, is more serious than the national average level. From the perspective of population security, the population security situation in Dalian City has been greatly improved since the reform and opening up, and population-related indicators have improved by varying degrees. But the population situation in Dalian City is still not optimistic, there are many irrational factors in population system and the coordinated development level between population and the other systems should be improved.
